On The Perfection Of Election Supervision Of NPC Representatives In China

Election is a way for citizens to actively participate in the political affairs of the country and a main way for people to exercise their rights.Elected deputies to the National People's Congress and staff of other state organs of power represent the interests of the vast majority of voters.However,bribery is the destruction of the electoral system of deputies to the National People's Congress and the fundamental destruction of the system of the National People's Congress.Combined with the democratic elections around the world,it is found that bribery is difficult to be fundamentally and thoroughly governed,but a sound legal system can prevent or reduce the occurrence of bribery to a certain extent.Through sorting out the relevant laws and regulations in our country,it is found that there is no clear legal definition of election supervision in the current electoral system of deputies to the National People's Congress,the electoral supervision system is imperfect,the enthusiasm of competing for elections is low,and the provisions of the contents and procedures of election supervision are too simple.The Liaoning canvassing and bribery election in 2016,the Hengyang destroying election in 2012 and the Shanxi Yuncheng bribery election in 2001 also reflect that there are still many problems in the election supervision system of deputies to the National People's Congress.Legislators in the formulation of laws and regulations related to elections did not anticipate that a large number of NPC deputies would be void and unable to perform their duties.Therefore,there are no relevant provisions for dealing with this situation.Through the analysis of the cases of bribery election,this paper points out the causes and harmfulness of bribery election,and puts forward some suggestions for improving the election supervision system of NPC deputies,including perfecting the legislative process of election supervision of NPC deputies,clarifying the election supervision institutions,expanding the scope of election supervision objects,standardizing the election supervision procedures,and strengthening the competitiveness of election of NPC deputies.
