| With the rapid economic development,China has also become one of the countries with the largest income gap in the world.The continuous deterioration of income distribution has become an important factor restricting the future economic development.Controlling the income gap within a fair and reasonable range is a prerequisite promoting social equity,maintaining social stability and sustainable development.And it is also inevitable requirement of constructing a moderately prosperous society in an all-round way and a strong socialism modernized country.Equalization of basic public services(EBPS)which is a process with the property of income distribution is not only the result of equalization,but also can improve the unfair income distribution which caused by household registration,birth and other factors that can not be changed.Economic growth is an important factor affecting income inequality and also affected by the equalization of basic public services.So the equalization of basic public services can also adjust the income gap by influencing the difference of economic growth.Then,we design and calculate relative level of basic public service of 283 cities,China’s provincial Urban-Rural Index of EBPS and Regional Index of EBPS from 2003 to 2013 based on city level data and Theil index.The empirical results show improving the relative level of urban basic public services is conducive to promoting the relative economic growth,thereby improving the relative income level.In other words,equalization of basic public services can narrow the income gap.Further empirical Analysis show that Urban-Rural EBPS can reduce urban-rural income gap,and Regional EBPS can reduce regional income gap,which mean that EBPS plays an important role in income distribution regulation.Further empirical analysis show that economic development gap is a significant transmission channel of EBPS’s effect on income distribution.Therefore,EBPS,which should be fully paid attention to,is an effective policy tool to regulate the unfair income distribution. |
