Research On Improving The Ability Of Emergency Management Of Grass-roots Governments

With the rapid development of society,new things,new climate,new situation,our country has entered a new stage of development,a strong and prosperous country,the nation.While the economic and social development of our country has entered a new normal,the reform has also entered a deep-water area,where interests and conflicts are intertwined,problems such as environmental pollution,health care,equity in education,and housing security have triggered deeper conflicts,and various public emergencies have occurred from time to time,the risks and challenges faced by the National Emergency Management System and emergency management capacity are also more severe.With the outbreak of Covid-19 in 2020,grass-roots units have become the basic link and the first scene of emergency management,which puts forward higher requirements for the construction of emergency management system at grass-roots units.It is an important task to improve the ability of emergency management of grass-roots governments and perfect the emergency management system in our grass-roots governance.Based on case studies,this paper summarizes the current emergency management situation of N County in Tai’an Province,taking the exploration and practice of emergency management as an example,by consulting literature,typical case analysis and questionnaire survey,this paper analyzes the existing problems and puts forward the corresponding optimization measures.This paper is divided into six parts,first of all,introduced the research background,research purposes and significance,and to sort out the relevant research at home and abroad.The second section is the definition of relevant concepts,as well as the relevant theory adopted in this paper.The third part details the emergency management status of N County in Tai’an.In the fourth part,a further comprehensive analysis of the emergency management capacity of N County in Tai’an was conducted and the evaluation results were obtained.Part V elaborates on emergency management in N County,Tai’an.The sixth part,based on N county in Tai’an,concludes with recommendations for improving the capacity of emergency management at the grass-roots level.
