How Credit Union Execute The Policy Relating Three Rural Issues

With the implementation of rural revitalization strategy,the problem of agriculture,countryside and farmers ushered in historic opportunities.In order to give full play to the supporting role of finance to promote the rural revitalization strategy,the state has formulated a series of agricultural financial policies,including the "Agriculture,rural and farmers" credit policies.Agricultural Credit Cooperatives,Agricultural Bank as one of the main forces to carry out the "Agriculture,rural and farmers" credit policy,timely and effective implementation of the "Agriculture,rural and farmers" credit policy is of great significance to the revitalization of rural areas.Under the guidance of Marxism,this paper comprehensively applies the methods of literature research,field research,and case study to illustrate the effect and characteristics of the implementation of the credit policy on agriculture,rural areas and farmers in X County,Henan Province,as an example.Under the new situation,rural credit cooperatives implement the current situation of the "Agriculture,rural and farmers" credit policy,analyze the problems,put forward the policy recommendations,in order to help the implementation of the strategy of rural revitalization.The full text is divided into five parts: the first part is the introduction,expounding the research background,the significance of the research,the "Agriculture,rural and farmers" policies,research ideas,methods and so on to make a brief discussion and analysis.The second part defines the related concepts,clarifies the theoretical basis of the credit policy,and expounds the significance of the implementation of the "Agriculture,rural and farmers" credit policy by the agricultural credit cooperatives.The third part,combining with the actual situation of X County Agricultural Credit Cooperatives,analyzes the development of its "Agriculture,rural and farmers" credit business,as well as the shortcomings and problems existing in the implementation of the policy.The fourth part focuses on the main factors affecting the implementation of the "Agriculture,rural and farmers" credit policies,and also analyzes the reasons for the difficulties in the implementation of the "Agriculture,rural and farmers" credit policies.In the fifth part,according to the analysis of the problems and influencing factors found in the research,the countermeasures to promote the implementation of the "Agriculture,rural and farmers" credit policy are put forward.We found that although in recent years agricultural credit cooperatives have made certain achievements in implementing the "Agriculture,rural and farmers" credit policies and supporting the development of the "three rural areas",in general,there are still many deficiencies in the implementation of the "Agriculture,rural and farmers" credit policies of the agricultural credit cooperatives.The main manifestation is the insufficient supply of credit to support agriculture,the alienation problem exists in the implementation of the "Agriculture,rural and farmers" credit policies,and the consciousness and ability of agricultural credit cooperatives to serve "agriculture,countryside and farmers" still need to be improved.Therefore,it is suggested that: First,standardize the implementation standards of the credit policy of the Agricultural Credit Society,improve the rural financial legal system,and strengthen the construction of the rural credit system;Second,improve the implementation content of the credit policy of the "three farmers" of the Agricultural Credit Society,enhance the operability of the policy,and improve the internal management system and mechanism of the Agricultural Credit Society;Third,improve the ability of agricultural credit policy implementation of agricultural credit agency,such as innovative credit products and credit models;Fourth,optimize the implementation environment of the credit policy of the "three farmers" of the Agricultural Credit Society,such as increasing the propaganda of financial knowledge and expanding the cooperation strategy of financial services.
