Since the new century,in order to build a well-to-do society in an all-round way,the state has attached special importance to the issue of “agriculture,rural areas and farmers”.For the 15 th consecutive year in the “Central No.1” document,the “three agricultures” issue has been mentioned.Although the Huinong policy has benefited all regions of our country,the implementation of the “Last Kilometer” problem in the Huinong policy is still quite prominent.Farmers' satisfaction with the implementation of the Huinong policy can better express the degree of farmers' recognition of the implementation of the local preferential agricultural policy.Only by solving the “last mile” issue of the beneficial agricultural policy can we maximize the role of the beneficial agricultural policy.This paper draws on domestic and foreign research results,refers to the Public Satisfaction Model(ACSI),combines the status quo of the implementation of Hui Nong farmers' policy in H County and the characteristics of farmers,and establishes a theoretical model of the satisfaction of farmers in the implementation of the policy of benefiting farmers.The "last kilometer" problem in the implementation is discussed.Taking H County as the research object,a survey questionnaire was designed based on the satisfaction scale,and the implementation of the main policies for benefiting farmers in 15 counties in the county was investigated and descriptive statistical analysis was conducted.Then,a structural equation model was established to analyze the relationship between government image,quality perception,farmer satisfaction,and policy recognition.The results show that quality perception has a significant impact on farmer satisfaction and policy recognition;farmer satisfaction has a direct impact on policy recognition;government image has a significant impact on farmer satisfaction and quality perception,but the impact on policy recognition is not significant.Based on empirical results,this paper concludes that we should address the issue of improving the execution of beneficial agricultural policy implementers,giving play to the enthusiasm of farmers participating in beneficial agricultural policies,improving the operational mechanism of beneficial agricultural policies,and strengthening the rationality of beneficial agricultural policies.The "last mile" issue of agricultural policy.
