The Research On The Duty Of The Representative Of Towns' Peple's Congress Deputies

The people's congress system is the fundamental political system of our country and the basic realization form of our people as the master of their own country.With the development of the political system reform in our country,the democratic system is being perfected constantly and the deputies to the people's congress are playing a more and more important role in the national political life.The towns'deputies represent more than 80%of the total number.They come from the grass roots and know the needs of the grass-roots people.Their performance largely reflects the development of grass-roots democracy in China.It is undeniable that there are still many problems in the process of carrying out the duties of the deputies to the township people's congress of our country.It is of great significance to arouse the enthusiasm of the deputies to the towns' people's congress,improve the efficiency of performing their duties and to give full play to the role of the deputies to the township people's congress.It is of great significance to promote the construction of democracy at the grass-roots level and to enhance the awareness of civil rights of the grassroots people.First of all,this paper takes the performance of the duties of the five towns' people's congress selected from D District of L City from 2015 to 2017 as the research object,starting with the two periods of time between the sessions of the people's congress and the intersessional periods to investigate the people's congress deputies to exercise the right of deliberation,inquiry,voting rights,supervision,the right to submit proposals and other rights and people's congress deputies to contact the masses.It sums up the L City D district township people's congress deputies to carry out their duties.Secondly,according to the results of the investigation,the paper points out that the main problems of the deputies to the people's congresses in D district of L city are the lack of initiative and the emphasis on formalization.Then,from the two aspects of the representative's attitude to perform his duties and the representative's performance environment,it integrates the current humanistic characteristics of the towns and townships.By using Maslow's hierarchy of demand theory,this paper analyzes the people's congress deputies' psychology of performing their duties from the aspects of self-realization of representative value and personal needs and then analyzes the problems of the absence of the towns' people's congress in the system from the practical point of view.Through the comparison with the village committee cadres,it sums up the current towns' people's congress deputies to perform their duties of the reasons.Finally,the author combines his own work experience in the town and draws lessons from the relevant research resultsput forward such measures as standardizing the election procedure,scientifically dividing electoral districts,perfecting the right of representatives to exempt themselves from the responsibility of speech,strengthening the material protection for deputies to perform their duties,trying to make a small number of representatives full-time with the author's own opinions and suggestions in practical work included.Through a variety of channel,measures are to drive the people's congress of towns to carry out their duties enthusiasm to build a good democratic atmosphere of grass-roots environment.
