Due to China is a country with a large population, the issue of carrying capacity has to be highly concentrated on because of the economic and society sustainability in China. Although the researches in the field of carrying capacity have been started from 1980s, they tended to obtain an overload results. Based on this situation, a concept of relative carrying capacity of resources has been put forward to by some scientists. It has, to some extent, solved the problem of traditional carrying capacity overloading, and has provided references for making regional economic and society development policies.In this paper, we will analyze the relative carrying capacity in study area from the perspectives of population, economy, society, environment and resources. More specifically, we will apply relative carrying capacity of resource refers to Gross Domestic Product (GDP),sanitary conditions, Environment Quality Index, cultivated land resources, by using qualitative and quantitative analysis to explore the provincial dynamic behaviors of relative carrying capacity of resources in Shaanxi Province from 1996 to 2012, the provincial dynamic behaviors of relative carrying capacity of resources in Shaanxi Province from 1996 to 2012 compared to other provinces, and the municipal dynamic behaviors of relative carrying capacity of resources in Shaanxi Province from 1996 to 2012. The results show that:(1) Compared with other provinces, the relative carrying capacity of resources in Shaanxi is overloading between 1996 to 2010, then it turned to be surplus. (2) In 2012, the relative carrying capacity of resources in Shaanxi is in surplus referring to other provinces. (3) Compared to different cities in Shaanxi province, in 2012, Yulin, Yanan, and Tongchuan's relative carrying capacity of resources are in surplus, whereas Shangluo, Hanzhong, Weinan, Ankang, Yangling, Xianyang, Baoji and Xi'an are all in overloading.Besides, in this paper, Environment Quality Index was introduced into relative carrying capacity of resources. More importantly, the relative carrying capacity of resources creatively inherited and developed the research of relative carrying capacity of resources.
