Responsibility Of The Government In The Protecion Of Children's Rights And Interests

With the development of economy and the aggravation of urbanization,a large number of rural and part,of the urban labor force have gone out to work,and children left in their homes to be raised by their,grandparents,resulting in a large number of Left-behind children.Due to the lack of parental care and companionship,left-behind children have gradually become a special group.In the absence of parental supervision,the protection of their rights and interests has become increasingly prominent.From 2006 to 2015,there were 239 public opinion incidents involving left-behind children,including suicide,crime,abnormal injury and accidental death.From the year of occurrence,2006 to 2009,the number of public opinion events of left-behind children is a single digit,showing a sporadic trend.Since 2010,Chinese society has entered a period of high public opinion among children left behind.From 2010 to 2015 alone,206 cases occurred,accounting for 86.19% of the total,of which 43 peaked in 2015.The protection of the rights and interests of left-behind children is becoming a serious social problem,which deserves extensive attention.Especially for the government,on the basis of strengthening the government's service functions,the care and protection of left-behind children has gradually begun to pay attention to,although some achievements have been made,but there are also many problems.Taking the city of Z as an example,the government has an important responsibility for the survival and development of Left-behind children,the right to education,healthy psychology,good behavior and moral norms.There are a large number of left-behind children in Z city.The left-behind children are understood from the aspects of guardianship,survival,education,psychological development,behavior and moral quality.It is found that there are some problems in the protection of the rights and interests of left-behind children in Z Municipal Government,such as low government attention,poor policy,unclear division of departments and functions,weak financial support,insufficient support for compulsory education in rural areas,and imperfect related legal system.The causes of these problems include institutional limitations such as urban-rural dual structure,economic conditions,local government functions,lack of social participation and so on.Therefore,we should strengthen the government policy and financial input,clearly divide the responsibilities of departments,strengthen the supervision of schools and families,speed up the construction of rural infrastructure,strengthen legislation and law popularization,guide social participation,and develop muti-stakeholder co-governance so as to enhance the government responsibility for the protection of the rights and interests of Left-behind children.
