An most important goal of this round of judicial reform is to implement judicial responsibility.The procuratorate classification management system is the key link to achieve this goal.The reform of the post system will help ensure the independent operation of the procuratorial power and promote the independence of the judiciary;it will help solve the administrative ills of the procurator;help to streamline the procurator team and form a professional and professional judicial supervision team.This paper believes that the reform of the procuratorate classification management system is actually the reform of the procurator's management model from government.The procuratorial officer's quota management should follow the relevant theory of human resource management.This paper first discusses the background and significance of the judicial reform of the post reform.In the study of the reform practice in the pilot area,combined with the study of the management of the prosecutors outside the country,this paper believes that the focus of the implementation of the procuratorate system is:Reasonably determine the number of procurators in the procuratorates at all levels;second,how to produce prosecutors that meet the requirements;and third,how to effectively manage prosecutors.The reforms have been carried out in various regions according to their own circumstances,although some experiences worthy of promotion have been obtained,such as the establishment of selection committees,the tendency of staffing to be lined up,and the assessment to pay more attention to the prosecutor's legal literacy and work ability.However,in the reforms,problems such as the unreasonable proportion of post prosecutors,the lack of a sound selection mechanism,and the confusion over the management of prosecutors have emerged.This paper believes that a reasonable management system is to ensure that the results that have been formed are not eroded,and that it is the basis for promoting the perfection of the procuratorate's quota system.To build a reasonable procurator management system,we need to do the following: First,distinguish the level of the district and the procuratorate,scientifically and reasonably allocate the amount of procuratorate,the post should be inclined to the grassroots level,and the case should be handled first.Second,the strict selection of posts should be adopted.And procedures,set up a professional selection committee to improve the post prosecutor selection system;Third,improve the prosecutor management,to establish the procurator's job training,assessment promotion system and exit system.At the same time,it is necessary to do a good job of the procurator's occupational security,so as to ensure that the procurator of the post can exercise the procuratorial power well,solve the worries of the procurator of the post,and improve the stability of the procuratorate.
