The reform of the judicial system of procuratorial organs has been deepening,among which the reform of the post system for classified management of procuratorial personnel is one of the important contents of the judicial reform.As one kind of procuratorial personnel,procuratorial judicial administrative personnel serve the overall situation of procuratorial organs;The procuratorial judicial administration work provides material guarantee for procuratorial work and plays an indispensable and important role in the development of procuratorial cause.However,in the process of post system reform,the management system and management environment of procuratorial and judicial administrative personnel have changed,but the incentive mechanism has not kept pace with the change,so that many problems and contradictions have emerged in the management of judicial administrative personnel,affecting the development of procuratorial and judicial administrative personnel.Before and after the reform,the identity of judicial administrative personnel has changed greatly,and they have undertaken heavy administrative tasks,but there is a big gap between them and the post prosecutors in terms of career development and career security.Therefore,the enthusiasm and subjective initiative of judicial administrative personnel have been hit to a certain extent.In order to ensure the stability of the judicial administrative staff,it is very necessary to study the incentive of such groups.In view of the above situation,this paper selects the L District Procuratorate of Wenzhou City as the research object.Through investigating and studying the current situation of the incentive mechanism for judicial administrative personnel in the L District Procuratorate,it is found that the incentive mechanism for judicial administrative personnel in the procuratorate has problems such as unclear salary incentives,blocked promotion channels,unscientific performance assessment,incomplete training and education,and low sense of self-worth.This paper analyzes the problems in depth,summarizes the causes of the problems,and puts forward countermeasures and suggestions to improve the incentive mechanism for judicial administrative personnel of the L District Procuratorate of Wenzhou City in combination with the actual work of the L District Procuratorate:first,innovate the management concept,establish the "people-oriented" incentive concept,and adhere to the principle of fairness.The second is to establish a reasonable salary system,set up a reasonable salary treatment,and establish a corresponding security system.The third is to smooth the promotion channels,and encourage judicial administrative personnel by broadening the promotion channels and establishing the rotation mechanism.Fourth,improve the assessment mechanism,scientifically set assessment objectives,transparent assessment methods,and establish an assessment mechanism that conforms to the characteristics of the post.Fifth,strengthen vocational training,pay more attention to administrative work in work,and enhance the professional identity of judicial administrative personnel through vocational education.Through the research and analysis of the incentive mechanism for the judicial administrative personnel in the L district procuratorate,this paper puts forward suggestions for the grass-roots procuratorates to optimize the incentive mechanism for the judicial administrative personnel in the process of the judicial system reform,with a view to providing reference for the grass-roots procuratorates to improve the efficiency and quality of the internal administrative management,and better serve to ensure the judicial case handling.
