In recent years,the rapid development of new generation information technologies such as Cloud computing technology,Big data technology,Internet of things technology and Mobile Internet has deeply integrated its innovation achievements with various fields of economy and society,thereby promoting technological progress,organizational change and efficiency improvement,and upgrading entities.Economic innovation and productivity are gradually forming new forms of social development based on Internet technology and innovation elements in many fields.In March 2015,Premier Li Keqiang first proposed the "Internet +" action plan in the "Government Work Report" and vigorously promoted "Internet + government services".Henan ZhengLuoXin National Independent Innovation Demonstration Zone,China(Zhengzhou)Cross-border E-Commerce Comprehensive Experimental Zone,China(Henan)Free Trade Pilot Zone and National Big Data Comprehensive Experimental Zone have been successively approved to promote the era value of "Internet + Government Affairs" And construction opportunities have never been seen before.Henan Province has seized the opportunity of development.In the first year of the 13 th Five-Year Plan,the “Internet + Government Service” was officially listed as the annual key work.In 2016,the General Office of the State Council forwarded the “Implementation Plan for the Promotion of “Internet + Government Services” to Carry out the Information and Benefits of the People”,and determined the cities of Zhengzhou,Luoyang and Jiyuan in Henan Province as pilot projects.The “Internet + Government Services” work in Henan Province entered the “pilot first”.Try the stage first.In May 2017,Henan Province's Notice on Printing and Distributing Henan's Work Plan for Accelerating the Promotion of “Internet + Government Services” clearly put forward the “Internet + Government Service” work annual construction platform in Henan Province,two years to see results,three years into The overall planning of the system.After several years of exploration and development,Henan Province has initially established a data sharing and exchange support service system with cross-level,cross-departmental and cross-service.The administrative power matters and convenience service matters have basically been realized online,under the premise of “one network through” “Running at most once” will push the “Internet + Government Service” of Henan Province to a new height in the future."Internet + government service" is a government concept put forward by China at a specific stage of development and has socialism with Chinese characteristics.The relevant exploration research is not very mature.Starting from the traditional management theory,this paper makes an in-depth analysis of the incomplete system and mechanism of the “Internet + Government Service” construction process in Henan Province from the perspective of holistic governance theory,the resistance of government data sharing is large,and the satisfaction of government service platform is not high.And information security issues,by learning from the UK,Singapore and other advanced countries based on Internet technology to optimize the construction of government service experience and research and study of Zhejiang,Guizhou and other advanced provinces construction experience,from improving the system and mechanism,speeding up the openness of government data sharing,integration and innovation Focusing on the convenience of the people and the people,and strengthening the information security and other dimensions,we actively explore the construction measures and improvement directions of the "Internet + Government Services" that meet the provincial conditions of Henan Province.
