A Study Of Mass Incidents In Land Requistition Construction In Hainan Province

In the 40 years of reform and opening-up,China is facing a special period of economic transformation in the process of rapid economic development,especially the acceleration of urbanization,which poses new challenges to the reform of economic and social structure.Issues such as urban demolition and renovation,rural land expropriation and construction,migrant workers' salary demands,doctor-patient disputes,and government law enforcement are complex and diverse.Behind each issue is not a single contradiction,but a complex contradiction interwoven with political,economic,cultural,social and ecological issues.As a traditional large agricultural province,Hainan is faced with many opportunities and challenges while releasing the reform dividend strongly.The group events with land as the core of interests are more prominent,which puts forward higher requirements on the government's macro-control and micro-management ability.In this paper,in the party and the government about improving the capacity of national governance and the modernization of national governance system dominated thinking,in-depth analysis of Hainan land construction cause mass incidents related problems,and from the law,system,mechanism,and the officials quality level,to explore to improve the means and ways of dealing with mass incidents of local government.Based on the historical evolution of mass events,this paper will expound the related concepts,characteristics and influences of mass events.On this basis,through analyzing the two typical mass incidents associated with land acquisition construction case,many difficulties that exist in the system combing group event processing,and comprehensive summary of Hainan land mass incidents occurred in the construction of the internal causes,such as imperfect laws and regulations,system reform and social development is not balanced,weakness of social security,interests are not free,public power supervision blind area,public consciousness enhancement,has been developing rapidly since the media handling and some government officials,the police in the comprehensive quality is weak,and so on.Finally,the corresponding countermeasures and policy Suggestions are proposed for the above reasons and problems respectively.
