Process Reengineering Under The Perspective Of Local Government Administrative Examination And Approval System Reform Research

The reform of administrative examination and approval system has been the important breakthrough of building service-oriented government for local government, while government process reengineering can change organizational model and improve government performance by puting the public needs as the starting point, puting process reengineering as a means, and puting a service chain as a link. Currently, The reform of administrative examination and approval system through process reengineering approach has been a hot spot of innovative practices for local government. In this paper, we considered as a research object and investigated Yuhang as the representative of administrative examination and approval process reengineering by empirical methods of questionnaires and depth interviews. We analyse specific approaches of management tools, organizational structure, quality of personnel, information technology, approval process of the reform of administrative examination and approval system in the Yuhang, and contrast the difference of administrative costs, administrative efficiency, public satisfaction and administrative resources between before and after process reengineering. The conclusion is that, process reengineering is the necessary road of the reform of administrative examination and approval system for local government in transition, because it can reduce administrative costs, improve administrative efficiency; improve service quality, increase public satisfaction; promote institutional reform, optimize administrative resources. Administrative examination and approval system reform though process reengineering is a systematic project for the local government, because it involves the nature of approval business, information technology, organizational structure, management philosophy, departmental interests, and so on. Therefore, it is a progressive, touching-interests reform, with long-term, arduous and complicated features. We put forward some rational proposals, such as the effective combination between tools and value, the effective combination between strategic and tactical, and the effective combination between system development and personnel training, to make up the limitations of administrative examination and approval system reform though process reengineering in current China.Firstly, this paper described historical change of the administrative examination and approval system reform, and the typical pattern of administrative examination and approval reform of local government. And focused reviews of the present theory of the reform of administrative examination and approval of local government, leads to a comprehensive process reengineering with the perspective of administrative approval system reform. Secondly, We analysed the administrative examination and approval reform of local government in process reengineering perspective, which including theoretical sources, content, design principles, research framework, and administrative examination and approval system reform in process reengineering perspective. Thirdly, We analysed the reform of administrative examination and approval of Yuhang in process reengineering perspective. It was included an introduction to the background of the reform of administrative examination and approval of Yuhang, the situation of before reengineering of administrative examination and approval of Yuhang, government process reengineering and Yuhang administrative examination and approval system reform, the difference of government performance between before and after process reengineering. Finally, we get some conclusions of the reform of administrative examination and approval of local government in process reengineering perspective, and we put forward some rational proposals to make up the limitations of administrative examination and approval system reform though process reengineering in current China.
