Research On The Process Reengineering Of Government Administrative Examination And Approval

The concept of process reengineering originated from enterprise management,and was later introduced into the government reform.It has been applied more and more deeply in the government management and achieved good results.Since the goal of clear build a service-oriented government in our country,many local governments administrative examination and approval process reengineering as a breakthrough for the development of the reform of the administrative examination and approval system,optimizing the service process,improve the efficiency of examination and approval,business environment constantly change good,administrative examination and approval process reengineering increasingly become the focus and hot spot of administrative examination and approval system reform in our country.However,China’s understanding of AEA process reengineering is still relatively shallow,the relevant theoretical research is not in-depth in the practical application,there are still many problems that can not be ignored,such as imperfect system,non-standard process,management is not in place,resulting in the AEA process reengineering has not produced the greater effect it should have.In view of the reengineering of the administrative examination and approval process,this paper adopts the method of literature research and comparative research,etc.,systematically summarizes the current situation of the reengineering of the administrative examination and approval process in Binzhou on the basis of studying relevant theories and concepts at home and abroad,and finds and reveals the existing problems and their causes in the reengineering of the administrative examination and approval process in Binzhou.Then on the basis of absorbing and drawing lessons from the advanced experience of administrative examination and approval process reengineering in other regions in China,this paper puts forward specific suggestions on further optimizing the administrative examination and approval process reengineering in Binzhou.The study of this paper not only focuses on the improvement of the administrative examination and approval process reengineering in Binzhou City,but also provides some reference materials for the administrative examination and approval process reengineering at the municipal level in China.Through an in-depth study on the reengineering of the administrative examination and approval process in Binzhou,it is found that Binzhou is not in place in the aspects of item management,standardization construction,supporting support and legal protection.Result in binzhou city and county on the administrative examination and approval process reengineering for examination and approval matters not unified,standardization and improvement,process reengineering technology support is weak,lack of fault-tolerance mechanism of examination and approval,these problems make the effect of binzhou city administrative examination and approval process reengineering work,make continuous improvement of binzhou city business environment by the impact.In reference to the advanced experience of other areas in China and on the basis of in-depth analysis,puts forward a whole do a good job in the examination and approval matters in the science management,strengthening the construction of standardization and normalization of administrative examination and approval,strengthen to perfect the administrative examination and approval process reengineering support,establish and improve the promotion of administrative examination and approval process reengineering of form a complete set of legal safeguard countermeasures from four respects,It is expected to improve the reengineering of administrative examination and approval process in Binzhou City and provide practical reference for the reengineering of administrative examination and approval process at the municipal level in China.
