Research On The Problems And Countermeasures Of E - Government Construction Of County - Level Government In China

The e-government is a new way of the public management, which is to adapt thedevelopment of information technology, to change the traditional function of the government andbetter offer services to the community. In recent years, our e-government has developedgreatly.Since the1990s, Chinese e-government has developed rapidly, and it’s increasinglyimportant for the reform of the public administration, and the innovation of government services.E-government played an important role in all areas of social and cultural life in the publicservices, it has made significant achievements in health, education, public safety, employmentand social security, development of public human resource, science and public services.Our county government e-government construction work played an important role in theoverall framework of the national e-government, in the recent years it has made someachievements, however, lack of the top-level design result in the duplication of construction, notenough emphasis on the extent of e-government construction, the supply of funds into shortboards, lacking of the talent and professional technical support, ignoring the value ofe-government to citizens and other reasons, the development of e-government at the county levelis still slow and lag behind.Based on the e-government research of Jining Shizhong district Shandong province, analyzeits construction and main problem, and look up the relevant literature at home and abroad, ourcounty-level overview of the current government in the presence of e-government among theoutstanding problems, and analyze causes. On the issue of e-government construction found inthe county, fully learn the advanced experience, I find the following measures: fully realize theimportant role of e-government in the modern administrative work, make the top-level design,make right plans, stick people pragmatic, public oriented, strengthening the support of qualifiedpersonnel, good laws and regulations, strengthen the security of e-government construction.This study hopes to find the real reason which hinder the healthy development of e-governmentat the county level, to improve the overall framework and the future development, to providehelp for the smooth implementation of the county e-government construction.
