Research On Problems And Countermeasures Of Law Enforcement Quality Evaluation Of Grass-roots Public Security Organs

In the report of the 19th National Congress of the Party,General Secretary Xi Jinping emphasized the need to build a government under the rule of law,promote administration according to law,and strictly regulate the law enforcement of justice and civilization.The standardization of law enforcement by public security organs is a concrete manifestation of the administration in public security work according to law,and the quality assessment of law enforcement,as an important link in ensuring the effectiveness of the standardization of law enforcement and a powerful grasp,has a normative,guiding,supervising and promoting role in public security law enforcement.It can also effectively promote the public security police to establish a correct law enforcement performance.At the same time,the current social environment is becoming more open and transparent,the people’s awareness of democracy and the rule of law and their awareness of supervision and protection of their rights has increased significantly.The increasingly complex social environment has put forward new and higher requirements for the quality of law enforcement of public security organs and their people’s police.The law enforcement activities of the public security organs are mainly concentrated in the basic police stations and various operational police departments.The law enforcement activities of the grass-roots police officers are closest to the general public,and their law enforcement activities will directly affect the immediate interests of the opposing parties and the people’s sense of security and satisfaction.At present,the overall quality of the law enforcement of the grass-roots public security police is still far from the requirements of the standardization of law enforcement,and it has not kept up with the expectations of the masses for the administration according to law and the construction of a government under the rule of law.Therefore,as an effective driving force for the standardization of law enforcement,it is particularly important to evaluate whether the public security organs at the grassroots level can achieve effective results.Based on the practical experience of law enforcement in police units at the grassroots level,this paper has extensively consulted the results of domestic and foreign research on the quality assessment of law enforcement,based on relevant provisions of the law enforcement quality assessment of public security organs,and combined with public management theories such as administration and performance assessment according to law.Through individual interview,questionnaire survey,case analysis and other methods,this paper makes a comparative and systematic analysis of the current situation,existing problems and causes of law enforcement quality evaluation in S County public security bureau.At the same time,it has also learned some lessons from the law enforcement quality evaluation of other regional public security organs.Finally,it is of theoretical value and practical significance to explore the construction of the whole process,the whole element and the full coverage of the law enforcement quality evaluation system,and put forward countermeasures and suggestions to reform and perfect the law enforcement quality evaluation of the basic public security organs.
