| Since the 18th national congress of the CPC,the CPC central committee with comrade Xi Jinping as the core,has comprehensively promoted rule of law.Governments at all levels have comprehensively promoted the administration of law.Historical achievements have been made in building a law-based government.In particular,China’s grassroots civil servants have been greatly enhanced in the capacity of administration according to law.At present,socialism with Chinese characteristics has entered a new age.Major social contradictions have undergone historic changed.New goals and requirements have been put forward.Grassroots administration by law faces many unprecedented new situations and problems.However,grassroots civil servants still have some problems.The ability of cognition is not fully developed.The level of execution is not entirely reached.The scope of coordination is not thoroughly c overed.The intensity of restriction is not well improved.The degree of influence is not greatly promoted.As a result,the phenomenon of inaction,slowness and chaos in grassroots civil servants is relatively prominent,which seriously affects the effective implementation of the comprehensive strategy of governing the country by law and the smooth progress of building a law-based government.In this paper,literature research method,questionnaire survey method,case analysis method,MECE law and related theories such as rule of law,public management,street bureaucracy,human resource management are used comprehensively.This paper makes a systematic study on the current situation of the administrative ability of grassroots civil servants in Binhu district of Wuxi city.It analyzes the reasons for the low administrative capacity of grassroots civil servants in accordance with the law,which are mainly influenced by five factors,such as the gap in ideological and political construction,the lack of a professional legal team,the insufficient coordination of administrative forces in accordance with the law,the imperfect supervision and restriction mechanism,and the need to strengthen the construction of legal atmosphere.Furthermore,through the summary of the experience of developed countries such as the United States,France,Singapore,and advanced regions such as Shanghai,Zhejiang,and Jiangsu,it puts forward some useful experience,such as perfecting personnel examination system,adhering to public service concept,paying attention to the publicity of administrative procedures,improving administrative law enforcement level,integrating administrative forces according to law and constructing legal security system.According to adhering to the rule of law,ruling according to law,promoting administration according to law,adhering to the country under the rule of law,the rule of law government,integration requirements of the construction of the society ruled by law and the combination of the economic,social development,the actual situation of the administrative capacity of grassroots civil servants in Binhu district,the grassroots level was further clarified.The overall requirements and objectives of civil servants’ administrative capacity according to law,this is to firmly grasp the overall requirements of political integrity,good business,superior responsibilities,excellent discipline,and good work style.Also,build a politically determined,loyal to the law,ability strong,dare to bear,a fine style,and uprightness non-corrupt civil servants at the grassroots level.The paper reconstructs the basic civil servants’ ability standard of administration according to law,and puts forward five dimensions of core ability:cognition,execution,coordination,binding and influence.Based on this,putting forward further to promote administrative capacity of Binhu district civil servants at the grassroots level in accordance with the law of countermeasures and suggestions,mainly improve cognition of ideological and political construction,personnel management execution,"Internet+" application for coordination and strengthen the binding force to the whole process regulation,to expand the influence rule of ambience,etc.This paper tentatively proposes that grassroots civil servants should be guided by politics in their administration according to law,that psychological tests should be introduced in the examination process,and "Internet+"should be applied in the administrative process,etc.The research results of this paper will be a reference for improving the administrative ability of the grassroots civil servants in Binhu district and other parts,and promote the regularization,specialization and professionalization of grassroots civil servants.The development of theoretical research related to law administration has certain reference significance. |
