With the information development and the accelerating pace of globalization, in order to establish service-oriented government as their main objective, the development and the modernization of public administration presented new challenges to the government ability. The government functions become more and more complex and specialized. Times put a higher capacity requirement before the public servants. While as a direct-to-economic, rural areas, for the people, specific actors and implementers of the state's principles and policy objectives, the majority of grass-root public servants is looked as the "pyramid base of the tower" in the system of government administration. And the capacity-building of the grass-root public servants is also more and more attention by all sides.Since the 90s of last century, some developed countries have launched a "reinventing government movement", with the core of "capacity doctrine". Foreign scholars generally use it, the capacity building of public servants, as a systematic project in research. In the public servants system of the foreign county, the employment, assessment, training and job promoting or demoting, reflects the comprehensive and dynamic process in promoting development and construction of public servants.In recent years it has made great achievements to capacity building of public servants in China. In 2003, the Ministry of Personnel issued "general capacity standard of national public servants framework (draft)". It lists nine common competencies of public servants. However, there are still many questions in the capacity building of public servants at the grass-roots level, such as indifference at the public service consciousness and the mass view-point especial, low service culture, professional skills need to improve, the gap between capacity needs and training, competency assessment standard unscientific, the capacity-building of grass-roots institution needs to strengthen and so on.To promote the grass-root public servants capacity building, through the introduction of competent theory, based on building the competence model of grass-roots civil servants with the core of capacity-building, combined with the characteristics of grass-roots public servants, around enhancing the adaptability and quality, create a clean, diligent, pragmatic and efficient grass-roots public servants. We must carry out training moral character of the grass-roots public servants; enhance the public service consciousness; improve ability of self-development and management; improve human resource management to strengthen grass-roots public servants'ability.
