A Study On The Problems And Countermeasures Of The New Rural Community Self-government In Changshu

The new rural community is the inevitable outcome of achieving the goal of urban-rural integration,the innovation in the path of urbanization,and the new thing in China’s rural society.In recent years,Governments have introduced various policies,invested in funds,and implemented measures to build new rural communities.After construction upsurge,the question about how to govern them effectively is challenging the local governments.This thesis analyzes the related literature and theories,clarifies the related concepts and theoretical principles of rural community self-governance.By analyzing the current situation of Changshu rural community self-governance,to discover the problems and find out the causes.Research shows,the main problems of Changshu rural community self-governance include disordered governance system,lacking of talents,residents’ participation,social organizations self-governance mode,etc.The causes of these problems are outflow of young residents,complex living condition,poor propaganda,and unstable financial support,etc.Meanwhile,the thesis learns from the experiences of part of foreign community governance,summarizes the thoughts,which benefit Changshu rural community self-governance.Finally,the thesis proposes some beneficial measures and suggestions for the reference of future rural community self-governance in Changshu.Centre on clearing the role relationships of the new rural community self-governance,it suggests to clarify the role orientation of territorial government and new rural community,highlight the core position of new community party organization,cultivate the autonomy of new rural community management organizations.Centre on activating the vitality of rural community self-governance,it suggests to enhance community residents’ autonomy initiative,Develope community self governing organizations,and improve the community autonomy teams’ability.Centre on exploring the system innovation of new rural community self-governance,it suggsests to develop the community public service fund,talent introduction and cultivation mechanism,and community collective assets shareholding system.These measures and suggestions also try to provide theoretical basis and practical reference for some other cities like Changshu need to improve their new rural community self-governance.
