| Performance evaluation is increasingly valued and respected because it directly affects whether government can operate efficiently and provide quality public goods and services.But in general,the performance evaluation of basic-level government in our china is still in the exploratory stage,and there are still many problems to be solved.Therefore,Jinzhou Binhai district faces a difficult problem on how to make performance evaluation adapt to Binhai district's social and economic development and link up with the transformation of government function.Taking Jinzhou Binhai district as an example,a research on performance evaluation of basic-level government is carried on in combination with literature research and case research method.Firstly,it introduces the development history and practical measures of the performance evaluation in Binhai district.Secondly,it points out the existing problems of the performance evaluation in the Binhai district,including single evaluation subject,unscientific evaluation index,private evaluation process and unreasonable application of evaluation results.Thirdly,it analyzes the causes of these problems,including imperfect evaluation policy system,immature evaluation theory and technology,to-be-improved evaluation process supervision mechanism and district government leaders' indifference to the results.On this basis,objective,systematic and pragmatic principles has been put forward to improve performance evaluation countermeasures in Binhai district,including introducing a third party to expand the evaluation subject,perfecting the index system to clear the evaluation content,insisting on fair and open to perfect the supervision system,playing incentive constraints to strengthen the result application.By analyzing the current situation of performance evaluation in Binhai New Area,concrete solving measures are put forward,which are hoped to provide some information and help for performance evaluation in the future. |
