Study On The Reengineering Path Of Business Registration Process Under The Background Of "Running Once At Most"

As an institutional arrangement for governments of various countries to control market access for market entities,commercial registration is a key link for citizens,legal persons and other social organizations to enter the market.Whether commercial entities can quickly enter the market to engage in business activities is closely related to national economic development.To this end,China has actively carried out the reform of the commercial registration system,and guangzhou,fujian and other places have actively explored and tried the registration facilitation and informatization in the examination and approval process of commercial registration.With the deepening of the reform,some problems have been exposed in the reform of the commercial registration system.The existing administrative examination and approval methods still have many problems such as long time,many links and many materials.Government process reengineering aims at improving public satisfaction,takes process reengineering as a means and information technology as a support,and becomes an effective tool for the government to enhance competitiveness and credibility.Under the background of comprehensively deepening the reform of "decentralization,management and service",it is an inevitable trend to force relevant departments in the field of commercial registration to carry out process reengineering to build a "people-centered" service-oriented government.How to improve the business level of business registration examination and approval through process reengineering to ensure that all government departments adapt to changes in the internal and external environment;How to use big data and information technology to improve the efficiency of government approval and improve public satisfaction is the focus of this paper.After analyzing the research background and objectives,this paper studies the theory of government process reengineering and related literature of business registration process reengineering,and determines that the improvement of business registration service efficiency through process reengineering is the research perspective of this paper.Three main problems to be solved are proposed :(1)research on the reform path,objective and status quo of business registration process;(2)research on the historical path of business registration process reengineering;(3)research on the future path of business registration process.Aiming at the above problems,this paper adopts a research method combiningfield research,in-depth interview,empirical research and case study.According to the empirical analysis of research design,variable design,reliability and validity test norms;On the basis of collecting a large number of data and data,this paper adopts the analysis method of descriptive statistical analysis and case analysis to carry out the research,which provides a basis for the construction of the business registration process reengineering path.The research content and results of this paper are as follows:Firstly,it summarizes the theory of government process reengineering and the research results of business registration process reengineering,extracts several dimensions involved in the process of government process reengineering,summarizes the content of business registration process reengineering according to the existing research results of business registration process reengineering,and finally constructs the research framework of this paper.Secondly,through the analysis of the satisfaction evaluation of the commercial subject and staff on the "maximum run" of the commercial registration,it is found that both the commercial subject and staff believe that the reformed commercial registration process has been significantly optimized.However,there are still some requirements of commercial subjects on the process after the reform,such as too long on-site waiting time,complicated online registration and poor predictability.The staff considered that intersectoral coordination mechanisms needed to be strengthened in the reform process and that administrative cost reduction should be taken into account.Thirdly,the reform path of hangzhou commercial registration system is analyzed,and the reform content is briefly introduced after it is divided into two stages.Then,taking the establishment process of catering enterprises as an example,this paper makes a comparative analysis of the historical path of process reform from the three aspects of external service process,internal cooperation process and informatization support,and analyzes the existing problems in the process implementation.Fourth,on the basis of case analysis,the paper puts forward the future path and safeguard measures of business registration process reengineering,making a contribution to providing better registration services.The research results of this paper enrich the theory of process reengineering,and construct the realization path of business registration process reengineering,which provides theoretical support for further deepening the reform of China's business registration system and stimulates the entrepreneurial vitality of market players.
