Study On Township-government Public Service Ability Under The Background Of Rural Revitalization

Report of the 19 th CPC national congress indicate that improve the public service system,ensure the basic livelihood of people,and meet the people's growing need for a better life constantly.Along with the comprehensive deepening reform,the reform is developing towards the deep direction,and the key breakthrough of the government reform is to promote the reform of government management function and to innovate the concept and method of government social management.On December 29,2017,the central rural work conference proposed for the first time to take the road of socialist rural revitalization with Chinese characteristics,make agriculture a rushing industry,make farmers an attractive career and make the countryside a beautiful home for living and working.This paper discusses the problems existing in the public service capacity of the township government,clarifies the factors influencing the public service capacity of the township government,and puts forward the countermeasures and Suggestions to improve the public service capacity of the township government,so as to promote the construction of the new-type township service type people's government and effectively improve the service level of the township government for the people.This paper starts from the aspects of the main body of township public service,service mode,service object feedback system and performance evaluation mechanism,and tries to comprehensively analyze the factors affecting the township government's public service ability,formulate countermeasures,and put forward countermeasures for improving the township government's public service ability.In wanzai county township government,for example,through to the wanzai county combed out the cause of the present situation of villages and towns government public service ability,from the villages and towns government team construction and evaluation system is not scientific,indistinct definition of public service function of villages and towns government,township government public service resources allocation is unreasonable,the villages and towns government service "three rural" ability is insufficient and so on four aspects,the author analyzes the reasons of restricting the villages and towns government public service ability,and then control reasons one by one,make measures to promote the township government public service ability is strengthening organization guarantee,improve the villages and towns government service function,optimizing the allocation of the villages and towns public service resources,the public service supply mode innovation,We will improve the level of services for agriculture,rural areas and farmers so as to build a service-oriented people's government in towns and villages that is satisfied with the people,enjoys economic prosperity and enjoys social harmony.
