The Identification And Prevention Of Risks In The Government Purchasing

Since 70 s of last century,with the development of the New Public Management Movement and the Privatization of the western countries,the government purchase of public services was explored to the progressive degree.Western developed countries promote the outsourcing of public services in the field of education,pension,health care,social security and other fields.At the end of last century,the Chinese government began to follow the behavior in service outsourcing in western countries,learning from the successful experience of western countries.The government began to introduce the market competition mechanism to the field of public services,in order to achieve the government purchase of public services provided by the way of people's needs of service.With the government purchase of public service practice continues to promote the process of government purchase of public services also exposed some problems,especially how to identify and control the risk of this process,this thesis aims at the problem.Firstly,this paper analyzes the definition,characteristics and classification of the government purchase of public services,and then,based on the previous studies,the three-dimensional model of risk identification is constructed.Risk identification is carried out from three different dimensions,such as the dimension of the stage,the source of risk and the risk factor.The key points of risk identification are analyzed from the perspectives of time,nature and scope of the three dimensions.In this paper,the next government purchase of public services more mature in Shanghai city as an example,introduces the general situation of the Shanghai municipal government purchase of public services,to analyze and evaluate the risk identification and control of the Shanghai municipal government purchase of public service.Finally,on the basis of drawing lessons from the experience,combined with China's national conditions,the use of the risk identification and control model framework for the Chinese government to buy public services and put forward policy recommendations...
