Reform Of Immigration Administrative Approval

Since China’s reform and opening up,the foreign economic relation and trade in China has developed rapidly and people’s living standards have been unproved.More and more people travel abroad,visiting relatives and doing business,the number of immigration administrative approval is increasing,and people’s demands for the immigration administrative approval is increasing.Since year 1992,China’s administrative approval reform has gained significant achievement.Especially after the 18th National Congress of Chinese Communist Party,the administrative approval reform has been put in a more important place.This article is based on the Government Failure Theory and the New Public Service theory.It explains the concept of administrative approval and immigration administrati.ve approval,It shows author ’s own opinion on the connotation of the administrative approval in the new era,then briefly introduces the process of China’s reform of administrative approval and reform of immigration administrative approval simply,laying a foundation for the following research.To enhance the pertinence and guidance of the research,this article takes Public Security Bureau of YunXiao County for example,briefly introducing the current situation of reform of immigration administrative approval from the aspects of background,goals and principles,organization leadership,specific practices,implementation results and evaluation.Moreover,the article summarizes the characteristics of reform of immigration administrative approval,that is promoting by multiply departments,highlighting the importance of approval service,pushing standardizatiorn reform,using modern information technology,then analyzes the problems and reasons existing in the reform of county-level immigration administrative approval.What’s more,this article leans the experience of the reform of immigration administrative approval from Zhejiang province,Guangdong province and Macao.At last,to deepen the reform of immigration administrative approval,this article puts forward the constructive suggestions,which mainly include strengthening supervision and control after the approval,strengthening communication within and outside the department,reinforcing the construction of policing technology,improving the mechanism to share data,improving the staff benefits,improving the public evaluation mechanism.
