A Study Of The Reform Of Nanhu District Administrative And Approval Bureau

Administrative examination and approval is one of the important preliminary control measures for modern countries to manage social,political,economic and cultural affairs.It has been widely used in the field of administration and has played a crucial role in safeguarding and promoting its economic and social development.With the development of the socialist market economy,the key to our nation's total reform lies within the decentralization and transformation of government functions.It has been widely discussed and explored among all levels of government and academia regarding different ways to reform the administrative and approval institutions,select appropriate approval mode in order to maximize the effects of administrative approval process on the nation's social and economic growth.The Relative Centralised Administrative Pilot Program issued by State Commission Office of Public Sectors Reform and Legisiative Affairs Office of the State Councill P.R.China in March 2015,initiated the reform.As one of the pilot reform areas in Zhejiang Province,Nanhu District in Jiaxing centralized the approval authority from 16 different departments and transferred those functions to the newly established Nanhu Administrative Approval Bureau.This innovative initiative truly realized the reform of administrative approval work from the spatial concentration to the substantive centralization of government functions,and has a positive exploratory impact on the further reform of our administrative approval system.Using Nanhu Administrative and Approval Bureau in Jiaxing as a case study to the Administrative Approval approach,the current study provided a comprehensive overview of the relevant concepts;analysed the theoretical foundations and revisited the history of reform in our country.By providing a detailed description of the rationale,the process and the outcomes of the development of the Nanhu Administrative and Approval Bureau in Jiaxing in light of the Process Reengineering Theory,this study analysed some of the challenges and obstacles during the reform process and provided recommendations regarding legal compliance,monitoring,people management,information sharing,departmental coordination and site investigation.
