Chinese government has been committed to streamlining its administration,instituting decentralization and improving services since 2013.Against this backdrop,Haikou Customs(HKCs)has been continuously pushing forward the reform of the administrative examination and approval system,enhancing the construction of e-government affairs,and accelerated the transformation of functions.However,HKCs' urgent need of deepening the reform is still in place.When the reform is coming to the turning point,there are some problems coming to light,such as lack of laws and regulations,disconnection from follow-up supervision,and poor government-civilian online interaction.On the other hand,the development of“Internet Plus" has profoundly changed the people's way of life and way of thinking.While providing technological support for the reform,it also poses more challenges.On the basis of the current status of HKCs' administrative examination and approval system reform,the paper indicates and analyzes several factors that affecting this reform,including administrative system restriction,incomplete transformation of the concept,lack of upper-level law,and insufficient IT support.By learning from the successes of other places in China and beyond,such as Beijing,Shanghai,Chongqing and the United States,Australia,etc.,combined with personal working experience,the paper proposes to reform the services platform and to innovate management mode to build the "Internet Plus Customs administrative examination and approval".This asks for integrating of data and systems,exploring new management modes of customs administrative examination and approval,providing legal support and institutional guarantees,optimizing online services,and raising the administrative level and service capacity of staff.Finally,the paper evaluates the possible outcomes of the reform with both business process reengineering theory and transaction cost theory,showing that the transaction costs are greatly reduced.This proves the reform is theoretically feasible and effective.It provides a strong theoretical support for China Customs to deepen the reform of administrative examination and approval system in near future,and also provides useful reference for other departments to advance reform under the concept of "Internet Plus".
