Research On The Innovation Of Public Service Supply Based On Internet Thinking On Local Government

With the advent of the Internet era,the public life style has been fundamentally changed.The use of information technology to acquire various needs has become an important means for citizens,and the demand for public services has become more diverse and complex.Internet thinking is reshaping the Internet business f-orm,and it will certainly bring about significant changes in government governance and public services.Therefore,how to integrate Internet thinking into the concept of government governance and how to implement the "Intenet+" action plan into the specific practice of public service have become an urgent topic to be discussed in academic and public governance practice.Firstly,on the basis of literature research,this paper defines the public service supply under the Internet thinking,public service and Internet thinking,and then believes that the Research on the Innovation of Public Service Supply Based on Internet Thinking on Local Government refers to:transform the instrumental application of the Internet into a deep thinking on the value and essence of the Internet,and based on the people-oriented concept,focusing on the process reengineering and model reconstruction of online and offline public servicesSecondly,according to the above definitions,based on the new public service theory and multi-center governance theory,using case analysis,questionnaires,interviews and other methods,taking S province as an example,from service content,service process,service effect,development environment to summarize the problems of the public service in S province,and then describes the causes:the division of institutional mechanisms,lack of unified leadership;unbalanced development of hardware and software on online government services;the concept of sharing information resources is weak;the whole process of online public service is difficult;the standardization of public service platforms is low;the source of public services is singleThirdly,it summarizes the basic experience of public service based on Internet thinking at domestic and abroad:strengthening the top-level design and paying attention to the overall planning;exploring the new mechanism of public service supply and government-enterprise cooperation;establishing a new thinking of public service with user experience as the core;"Productization" thinking continues to optimize public service processes;solving the "last mile" problem of public services;exploring ways to jointly build public services through mutual assistance and diversity..Finally,this paper presents the basic structure of innovation on public service supply under the Internet thinking,which leads to the innovation model of public service supply based on Internet thinking on local government:First,the "P2P mode"realizes people-centered service,and second,"G2G mode" realizes process reengineering of public service,the third is "O2O mode" to realize single network on public service,the fourth is "M2M mode" to realize public service smart supply,the fifth is "C2G mode" to realize public service quality improvement,and the sixth is "S2C mode" to realize public service multi-supply.
