Research On The Countermeasures For The Unbalanced Development Of Public Legal Services

The central government has made a major decision to promote the construction of public legal service system from the strategic perspective of comprehensive rule of law.The people are the most extensive and profound foundation for comprehensive rule of law.In recent years,the public legal service system has achieved remarkable results through practical exploration and basically achieved the goal of full coverage of public legal services,but there is still a prominent problem of unbalanced development.At the same time,the construction of the public legal service system has gradually led to more and more experts,scholars,and practice departments to research,and research results continue to emerge.As far as the current research status is concerned,most of them were summarized the practical experience of public legal services carried out by judicial administrative agencies in various regions,mainly aiming at a certain area,or expounding the value and dilemma of public legal services in general,or generally expounding the value and dilemma of public legal services,while there are few articles in-depth analyzing the problem of unbalanced development.This article takes the overall imbalance of the development of our country’s public legal service system as the research object,and uses the literature research method and comparative analysis method to conduct research.The main body of the article is divided into five parts.The first part points out the core proposition of the unbalanced development of public legal services in our country through observation of the current development of public legal services in our country.The core problems that lead to the imbalance of development are as follows:the degree of improvement of public legal service policies and norms in different regions is different;public legal services in some regions lack financial support;and the distribution of resources is not balanced,then analyzes the existing imbalance in development.The second part,from the realistic value of promoting the balanced development of public legal service system,the connotation of balanced development and the characteristics of unbalanced development,the basic theory of balanced development of public legal service system is analyzed.The third part,the reasons for the imbalance of development in-depth excavation,put forward the deep-seated reasons for the imbalance of development are:regional economic development strategy and the level of regional economic development,the status of the legal service industry caused by the uneven distribution of public legal service resources.The fourth part compares and analyzes the development experience of foreign legal aid systems,and draws the extraterritorial experience that can be used for reference to promote the balanced development of public legal service system.It sorts out the practical experience of Guangdong and Zhejiang,which are relatively balanced in the development of domestic public legal service system,to promote the balanced development of public legal service in China.The fifth part,puts forward the countermeasures to solve the problem of unbalanced development of public legal service system construction,namely must improve the legal norms system,play the guiding role of legal norms;Improve the financial security mechanism,narrow the gap between different regions of public legal services funding;Innovate the supply of public legal services,improve the level of information,and ensure that all regions can meet the needs and get effective supply;Integrate legal service resources,promote resource flow and share public legal service resources.At the moment of unbalanced and inadequate development,we should adhere to the concept of balanced development,improve laws and regulations,ensure capital investment,combine regional characteristics,make full use of information technology,integrate legal resources,and promote the balanced development of public legal services.
