The term "soft governance" was born out of Joseph Nye's "soft power" theory,focusing on the use of soft powers such as excellent culture,ethics,and ideology to govern.China is a traditional agricultural country.Whether in modern times or since the founding of the People's Republic,the issue of agriculture,rural and farmers around the countryside has always been the most basic issue in China's modernization construction.In fact,there have been many practices of rural soft governance in China since ancient times,but it hasn't risen to the theoretical level yet.Since the Republic period of China,the systematic research on rural governance has begun.It was a group of advanced intellectuals that attempted to save China from internal and external difficulties by rural governance.After the founding of the People's Republic,Mao Zedong and Deng Xiaoping and other leaders attached importance to the improvement of rural culture and the quality of peasants.And they also put forward the proposition of safeguarding peasants' principal position and promoting the all-round development of agricultural modernization.The traditional rural governance in China has been dominated by authoritative,compulsory,and index-based hard governance since the beginning of the “people's commune”.And it was the grassroots government that was in charge of many rural affairs from top to bottom.With the constantly acceleration of urbanization,industrialization and modernization,especially since China's urbanization rate reached 51.27% in 2011,in which the urban population exceeded the rural population for the first time in China,many problems in rural areas were gradually exposed.For instance,the separation of local culture and interpersonal relations;the loss of elite population;the increase of left-behind personnel and the aggravation of ecological problems,and so on.It is clear that the hard governance of traditional administration cannot effectively manage Chinese rural issues,so there is an urgent need for soft governance to participate in rural governance.The paper is divided into five parts.The first part is the introduction.It mainly introduces the background,theory and practical significance of the topic.At the same time,it also summarizes the current status of research on this topic and explains the research methods and innovations of this thesis.The second part is an overview of the basic theory of rural soft governance.A detailed account of the concept content,theoretical basis and necessity of soft governance is written in this part.The third part discusses the problems in the process of rural governance in China and analyzes the causes of the problems.The fourth part proposes the corresponding solutions according to the current problems and their causes in soft governance in China.The first solution is to raise awareness and attention to soft governance in rural areas and to vigorously develop the cause of education.Secondly,improve the quality and cooperation of various governance subjects in order to promote excellent traditional culture and actively cultivate the culture with rural characteristics.At last,guide villagers to be stressing civilization and fostering new practices.With the combination of the rule of virtue,the rule of law,and autonomy work,a beautiful country and beautiful China will be built at the end.The fifth part is the conclusion and reference.
