Research On The Government Act In The Tourism Development Of Jianshui County

In view of global industrial restructuring,tourism has been treated as a strategic pillar industry in many countries due to the characteristics of "green growth" of tourism industry.With China's economy entering a new normal,the governments at all levels begin to attach more importance to the tourism industry with good self-development and multi-field driving effect in order to improve the quality and effect of economic development.In the context of such historical conditions,it is of great significant in terms of theory,practice and strategy to comprehensively discuss the acts of local governments in the development of tourism industry.At present,China vigorously promotes the construction of holistic tourism and intelligent tourism and Yunnan Province is in a critical period of accelerating the construction of "a powerful province with green economy,a powerful province with ethnic culture,and one bridge head for opening up to the southwest China" and striving to build a well-off society in an all-round way in synchronization with the whole country.Jianshui,as an important node in the construction of KunmingYuxi-Honghe tourism and cultural industry economic belt and one of the seven northern cities of Honghe Prefecture for integrating in the economic circle of central Yunnan,was listed by the National Tourism Administration as the "first batch of creation units for national holistic tourism demonstration zone" in February 2016.With rapidly improved strategic position of the city,tourism industry is facing unprecedented development opportunities,necessitating the optimized government acts to effectively dominate the tourism development.Based on the new public service theory,government function theory and industrial economics theory,this paper explores the government acts in the tourism development of Jianshui County by means of literature analysis,investigation and case analysis,and systematically illustrates the basic situation of the tourism development of Jianshui County and the role and influence of the government in it.Among others,the protection and restoration of traditional style and features of ancient city is selected as typical case to further illustrate the government's specific practices and achievements.Through the analysis on three main problems existing in the tourism development of Jianshui County,namely,the anomie of government acts,insufficient industrial development,and the lack of innovation in policies,this paper puts forward some feasible countermeasures and suggestions regarding optimizing the government acts in the tourism development of Jianshui County from three aspects,namely regulating the government acts regarding tourism development of Jianshui County,actively promoting the transformation and upgrading of tourism industry of Jianshui County,and vigorously innovating the policy for tourism development of Jianshui County.At present,there is still room for domestic scholars to further study the government acts in the tourism development of County at the level of local government.This paper aims to study the government acts in the tourism development of Jianshui County and put forward feasible ideas and countermeasures to promote the leapfrog development of Jianshui's tourism with high quality and strongly promote the construction of the prefectures with predominant tourism,thus making positive contribution in making Yunnan a province with predominant tourism and culture and providing an actual example and certain reference experience for people to further understand and study the government acts in the tourism development of County.
