Research On Grid Service And Management Of Drug Addicts In L City

Drugs are public hazard in the international community and a major problem that plagues the peace and stability of society.Drug abuse directly harms the physical and mental health,life-threatening and affecting families of drug addicts.A large number of drug addicts lack of effective control in the society will undermine the stable and healthy development of the social economy,and induce various social security problems and criminal offences,affecting the overall stability of the society.And endanger national security.According to the "2016 China Drug Situation Report",at the end of 2016,there were 2.5 million drug addicts nationwide,a year-on-year increase of 6.8%.L City is located in the southern margin of the Sichuan Basin,the combination of Yunnan,Guizhou and Sichuan provinces and Chongqing City.The geographical position is special and the drug situation is more serious.In March 2018,there were 19,572 drug addicts in L City,ranking fifth in Sichuan Province.In the past five years,the average annual growth rate of registered drug addicts in L City is 20.06%,which is much higher than the provincial and national growth rate.The grid service and management of drug addicts refers to the community(township)based,grid as the key,service as the essence,management as the core,and the service management of drug addicts.The Central Comprehensive Management Office and the National Anti-Drug Office decided to comprehensively promote the grid service and management of drug addicts in 2017 and achieve nationwide coverage in 2018.In accordance with the requirements of the Central Comprehensive Management Office and the National Anti-Drug Office,Sichuan Province deepened the grid service and management of drug addicts in the province,and promoted the rehabilitation of community drug rehabilitation communities to the grassroots community.In 2017,L City officially implemented the grid service and management of drug addicts,in order to achieve service and management for drug addicts,reduce the number of drug addicts,reduce drug-related crimes,and maintain social harmony and stability.The management and application of the grid service and management of drug addicts is relatively short time,and there are still many problems and challenges in the actual development of the work.The paper first discusses the necessity and urgency of the research on grid service and management of drug users.Then define the important concepts closely related to the research,and introduce the three theoretical foundations used in the thesis,that is,Maslow needs hierarchy theory,good governance theory,and seamless government theory.Next,through L city Anti-drug Commission and Comprehensive Management Committee,we obtained data related to grid service management of drug users in L City,and obtained the general status and work progress of L city grid workers through questionnaire survey,and comprehensively understood the status of grid service and management of drug users in L city.Combining with the acquired data,it analyzes the problems existing in the rules and regulations,service management,information platform,talent team and social participation in the grid service and management of drug users in L city,and deeply investigates the causes of the problems.Finally,combined with the domestic and international drug service and management experience and the enlightenment,the research focus on the improvement path of the problems and challenges,combined with the theoretical basis,proposes countermeasures and suggestions,and hopes to solve the grid service and management work of drug users in L city,and finally to improve the management level of grid service for drug users in L City.
