Reserch On Assistance By Public Wwlfare Crowdfunding

Public welfare crowdfunding is a new way of social assistance,which plays an important role in solving the living difficulties of poor groups,improving the social security system and alleviating the pressure of the government.The charity fund of public welfare crowdfunding participating in government-led social relief work are stipulated in the Provisional Measures for Social Assistance.It is also an important direction for the Ministry of Civil Affairs to actively guide the civil forces to participate in social assistance.This paper collects 1803 completed poverty alleviation projects in 2008-2017 from Tencent Donation Platform,which is the first batch of information platform selected by the Ministry of Civil Affairs,which is the largest single public welfare crowdfunding platform in the country.It designs 21 measurement indicators,and carries out empirical analysis on public fund-raising,space allocation,use and management,relief effect of participation in social assistance.The research finds that there are some outstanding problems in the charity fund of public welfare crowdfunding participation in social assistance,such as lower than expected crowdfunding completion rate,unreasonable space allocation structure of charity fund,higher matching degree of charity fund territoriality,formalization of project publicity content and opaque use process of crowdfunding.Based on the above research findings,this paper summarizes and extracts the corresponding countermeasures and suggestions from the following seven aspects:government-led formulation of public welfare crowdfunding to participation in social assistance guidance measures;incorporating public welfare crowdfunding to participation in social assistance into the social security system;improvement of existing public welfare charity laws and regulations;publicizing the concept of public welfare crowdfunding toparticipate in social assistance;innovating the content of public welfare crowdfunding projects and introducing professionals;and establishing and improving the information disclosure system and finance of public welfare charity organizations.Management system;Establish a government-led,multi-in-one public welfare fund-raising participation in social assistance supervision system.
