The Way To Govern Mass Incidents Caused By Rural Land Expropriation

In recent years, with the continuous expansion of our city and the speeding up ofurbanization progress, the demand for land resource in the whole society is increasingeveryday, but under the restriction of limited land resource and the protection policyof arable land, the land supply is far falling behind; and due to immature policy for theland expropriation, compensation and social security, plus with the extremeimportance of land for farmers’ livelihood, the number of rural land expropriationdispute is rapidly increasing and getting very intense.Wencheng County is a typical mountainous county in the south of ZhejiangProvince, low mountains and hills are it’s main landform, which is rich in hilly land,and rare in flat and arable land. The mountain area accounted for57.6%of WenchenCounty’s total area, and hills37.87%, valley plain only4.53%. As a traditionalagricultural county, Wencheng has a high retention rate of farming land, and receivesan obviously low construction land index from the superior government every year.But as the prompting of economic transformation and upgrading, industrialdevelopment, the rapidly increasing demand for construction land form transportation,water conservancy, tourism and urban construction, the imbalance between supplyand demand is becoming more intense, and the shortage of land resources has became the biggest bottleneck restraining Wencheng County’s social and economicdevelopment. Wencheng County as a case study in two aspects to consider: one is Iwork in Wencheng County government departments, with field research goodcondition; on the other hand, is because the incentives of Wencheng County rural landexpropriation of mass incidents is relatively similar with other countys in china,Wencheng County scarce of land resources, makes the relationship between landsupply and demand tension in the county is more and more outstanding, can betterexplore the occurrence and development mechanism.In this paper, based on the domestic and foreign scholars about the study on landexpropriation of mass incidents in rural areas, from the perspective of politicalopportunity structure, focuses on the analysis from four aspects:political systemopenness, the management capacity of grass-roots governments, group eventsprevention and disposal mechanism, mass media, explores the origin of land massincidents. Starting from the weak point in Wencheng County rural land mass incidentmanagement, to perfect the countryside collective land expropriation and managementmethods, widen the farmer interest expression channels, improve the rural landexpropriation mass incidents coping ability, perfect community event informationrelease mechanism four parts as the breakthrough point, study and explore better landexpropriation strategy.
