Under the background of the development of the western new public management movement,the government departments of all countries in the world began to implement performance management.Since the beginning of the 21 st century,our country has begun to reform the administrative system to promote more standardized,more transparent and more efficient government management.Since 2013,China has advocated the establishment of a law-based and service-oriented government,and in 2014,it has carried out a comprehensive rule of law,which means that new demands have been placed on the management of government departments.In order to meet the needs of social development,China's tax system has begun to comprehensively promote performance management since 2014.This article uses the framework of the balanced scorecard to analyze the performance management of the D District Tax Bureau,and on the one hand,it expands the research on the application of the balanced scorecard in China.On the other hand,it also provides reference for improving the performance management in Area D.The main content of this article is to study the performance management work of the D District Tax Bureau using the balanced scorecard performance management theory.The first chapter of this article introduces the background of this topic,the research situation at home and abroad,and the research ideas and methods of this article;The second chapter mainly introduces the current status of the performance management of the D tax area,including the establishment of the organization,personnel structure,performance management organization,performance evaluation indicators and other content of the introduction;The third chapter analyzes the existing problems and reasons in the performance management of the D tax Bureau,and analyzes them from the perspective of the balanced scorecard process.The fourth chapter puts forward the opinions and suggestions of constructing the performance management system of the D district tax bureau by using the balanced scorecard,and puts forward the ideas of the preliminary preparation,the construction of indicators,and the management system.This paper explores the application of balanced scorecard to the performance management work of the D tax Bureau,and has a certain reference significance for other public management departments to use balanced scorecard to carry out performance management work.
