Today, China has irreversibly into the tide of globalization, our government at all levels of local government in particular, have to face the profound changes: On the one hand, local governments at various levels to the current trend of globalization continue to play an active Role and enhance local economic and social development in the strength of the other to actively respond to the public on local governments provide a wide range of public service requirements. In the competitive environment of globalization in the past, the use of economic development indicators as the focus of local government performance management mode, unable to help the local government administrators make the best of the external environment on the challenge of local government, the public demand, thus affecting the local long-term development strategy Goals development. Therefore the establishment of a performance-oriented management model of local government, is China's implementation of the functions of local government changes and improve the local government's ability to govern and construct public service an important part of the Government.Balance Score Card is a brand-new, all-round performance management tool: a can of the organization's development vision, mission and strategy and its internal staff and a combination of performance management tools . Balanced Scorecard to financial, customer, internal processes, learning and growth of these four levels posed to measure the impact of organizational development, so as to be "Harvard Business Review" respected for the 75 most influential to the performance management tool. The Balanced Scorecard based on the theory, based on the Balanced Scorecard model of local government performance management procedures and performance indicators.
