Research On Political Party Consulation During The First Plenary Session Of The CPPCC

As an important channel of socialist deliberative democracy,party consultation not only enriches the connotation of democracy,but also provides a historical and scientific way to realize political democratization in China.The Communist Party of China began to explore the consultation of political parties in the early days of the founding of the Party.During the period of the New Democratic Revolution,political party consultation was basically formed and institutionalized.This year marks the 70th anniversary of the founding of the Chinese People's Political Consultative Conference.Looking back on September 21,70 years ago,the first plenary session of the Chinese People's Political Consultative Conference(hereinafter referred to as the"First CPPCC")was successfully convened,which proclaimed the birth of New China,laid the foundation for consultative democracy in China,formed the tradition of multi-party cooperation,and nurtured the multi-party cooperation and political consultation led by the CPC.Institution is the basic political system.In the process of convening,preparing and holding the First C.PPC.C.,the CPC has conducted a benign interaction with various democratic parties and non-party personages,realized the CPC's leading position in multi-party cooperative relations,brought into full play the unique advantages of the progressiveness,extensiveness and representativeness of democ,ratic parties,and carried out the consultation form and procedure of political party consultation.Exploration has yielded many results of consultation.One of the greatest achievements is that the CPC has established a democratic coalition government and a new China thr-ough consultation with various democratic parties.It is self-evident that the practice of political party consultation in the first CPPCC is of great importance to the development of political party consultation in China today The first CPPCC gave birth to a new political party system in China,made outstanding contributions to the construction of harmonious political party relations in China,embodied the tradition of cooperation between the CPC and the Democratic parties.It was a great creation in the field of deliberative democracy.In the report of the 18th National Congress of the CPC,the concept of "socialist deliberative democracy system" was first put forward,which enriched and developed the theory of deliberative democracy and provided institutional guarantee for effectively promoting the practice of deliberative democracy in China.Looking back on this period of history is the original source of the practice of consultation of political parties in our country,and also provides historical evidence and theoretical sources for the development of consultative democracy in our country at present,thus contributing to the better realization of the construction of socialist consultative democracy in our country.This thesis consists of four parts.The first chapter is the introduction.The main contents include the study of the origin of the first CPPCC and the significance of choosing the topic,the study of the ideas and methods of the topic,the literature review for the thesis writing,and the political party consultation.And the definition of related concepts to provide an organizational structure for the following discussion of the paper.The second chapter to the fourth chapter are the main parts of the thesis.The second chapter mainly discusses the historical practice of political party consultation in the first CPPCC,the preparation of the political consultation before the first CPPCC,the political party consultation in the preparation of the first CPPCC,and the political party consultation during the first CPPCC.We will sort out the contents of the consultations,the consultation process and the results of the consultations of the first CPPCC.The third chapter summarizes the interaction between the entire consultation process and the consultation body,emphasizing the outstanding characteristics of the CPC and the democratic parties in the consultation of political parties.The fourth chapter is to make a value judgment on the political party consultation in the CPPCC,affirm its contribution,and demonstrate the importance of developing political parties consultation and socialist deliberative democracy.
