Nowadays,China has become a world-renowned Internet power.The phenomenon of network participation derived from the rapid development of network information technology is profoundly changing the current political and social ecology.According to Samuel P.Huntington's political stability theory,the government's ability to govern the society depends on whether it can achieve the coordination between institutionalization and expanding of social participation.Since network public opinion directly reflects internet social participation,is network public opinion governance of government also affected by the combination of institutionalization and internet social participation?In order to test this point of view,this paper discusses the characteristics,influencing factors and development of government online public opinion governance against the background of system changes.Based on former researches,this paper sorted out the key variables affecting network public opinion governance of government.Meanwhile,130 cases and 52 pieces of institutional documents about network public opinion governance of government were selected.After discussion,the changes of network public opinion governance system since 2007 could be divided into three stages:exploration(2007-2009 when systems fell behind),development(2010-2013 with multiple management),and transformation(2014-2017 when the system became professional).Using the 130 case data by building logistic regression model,we discussed how institutional factors and network society participation affect the result of network public opinion governance of government.According to three stages of system changes,we divided the sanmple into three groups and built logistic regression model respectively,in order to find out changing factors that affect the result of network public opinion governance of government.This research found that the higher the degree of institutionalization is compared with the degree of opinion leaders participation,the higher the possibility of effective network public opinion governance of government is.The more accurate and complete the government's response information is,the more likely it is that the network public opinion governance of government will be effective.If the information were not enriched,the more times the government responds,the less likely it is that the network public opinion governance of government will be effective.In addition,as network public opinion governance system changes,the influence of Internet popularity on governance effect turns from negative to positive,which also reflects the hedging effect of institutionalization and internet social participation.The government's respond to network public opinions became more active since the"development"stage,which reflects the effect of systems related to government disclosure.In the stage of transformation,the participation of we-media opinion leaders has significant negative impact on the effect of network public opinion governance of government,which objectively reflects the necessity that many supervisory systems toward we-media were published in 2017.Based on the result of the above empirical analysis,this paper put forward policy advices about enhancing political absorption of pubic supervision,the authoritativeness of government disclosure,and media literacy education.
