Study On The Indemnificatory Housing Demanding Characteristics Of Different Groups In Urumqi And Its Influencing Factors

In recent years,with the comprehensive development of economy and society,and the prosperity development of real estate market in Urumqi,the living standards of urban residents have been improved constantly.However,during the 12th Five-Year-Plan period,the price of commercial resident buildings has gone far beyond the payment ability of middle and low-come groups due to the growth of transient population and the increases in the price of land and commercial resident buildings,etc.making the housing problem in Urumqi increasingly serious.Urumqi municipal government has built quantities of large-scale indemnificatory housing in the 12th Five-Year-Plan period,which has vital importance in easing the housing pressure that the middle and low-come groups in Urumqi have.The demand situation of Urumqi indemnificatory housing has changed significantly.It is extremely essential to accurately analyze the indemnificatory housing demand for promoting the indemnificatory housing supply rate and ensuring to realize a well-off society in UrumqiFirstly,this paper introduces the current supply situation of indemnificatory housing in Urumqi between 2011 and 2015,and summarizes economic effect and social effect of the construction of indemnificatory housing of Urumqi.Secondly,by releasing questionnaire to the public rental households,the new employment of college students and migrant workers,we analysis the living the status and the demand characteristics of the indemnificatory housing of these four types of people.The survey found that the low-income groups of urban residents on the public rental demand is not high,more inclined to buy affordable housing,the main factor is the high rate of homeownership,the existing good housing location and a certain economic strength;The demand of new employment college students for affordable housing is not high,which belongs to the transitional housing security demand.The main influencing factors are the understanding of housing security policy,the convenience of housing and the future marriage needs;The proportion of migrant workers to public rental is relatively high,they are more concerned about rent and access conditions,the main influencing factors are low economic income,poor living conditions and existing security policy threshold;A considerable part of urban families who have house insurance hope to get housing property rights,or strengthen infrastructure support without raising the rent,the main influencing factors are the living habits,the increase of economic income and the need of life and work.Finally,by drawing on the practical experience of the United States,Singapore and Japan in the affordable housing supply policy,and combining the demand characteristics of different groups,the following recommendations are made for the housing security policy of affordable housing in Urumqi city:For low-income groups in the household registration:we suggest that put the "sandwich" housing needs of the "low-income groups" in the first place;as for low-income families with housing,it is suggested that low-income groups should be protected according to the actual situation.For university students with the new employment we should strengthen the publicity of new housing security policy to college students with new employment;then simplify the application procedures,and improve the application efficiency.For migrant workers:We should adjust reasonably the housing access threshold for migrant workers;at the same time innovate the protection way of rent with furniture.For residents who have got affordable housing:Firstly improve the access and exit mechanism of affordable housing;Then explore the sustainable supply mode of rental housing.
