With the continuous development of China's real estate market,the regulation and system of indemnificatory housing has been continuously established and improved,playing an increasingly important role in solving the housing difficulties of low and middle-income people.As a first-tier city in the country,Beijing attracted more and more people due to rapid development,which brought a lot of pressure on local residents housing needs,and the problem of insufficient supply of affordable housing begins to emerge.In 2017,Beijing established a long-term mechanism for the special allocation of “New Pekingese” and began to allocate not less than 30% of public rental housing and shared property housing to eligible non-Beijing households.At the same time,there are a large number of personnel waiting in line for the indemnificatory housing in Beijing.Fresh graduates who have not purchased houses and migrant workers are also in need of housing.It is obvious that the demand for affordable housing in Beijing will grow and the supply scale needs to be improved.This paper examines and analyzes the foreign affordable housing status and the theory of affordable housing supply to sort out the current supply type,working mechanism,supply mode,supply standard and initial effect of affordable housing in Beijing.Based on that,this paper aims to find out the factors affecting the scale of affordable housing supply in Beijing from the supply side and the demand side.Taking the sixth district of Beijing as the research object,analyze the gray correlation degree between all the influencing factors and the scale of the sixth district of Beijing's affordable housing supply,and determine the various factors in correlation degree and ranking analysis of its impact on the scale of affordable housing supply in the sixth district of Beijing.Analysis of the results shows that the influence of supply side financial input and land supply factors is generally significant.Among them,the government's fiscal revenue has become a deep-seated factor in the bottleneck of affordable housing construction.In addition to the lack of effective policy guidance and incentive mechanism in the construction process,resulting in low government construction enthusiasm,there is still a local government's land finance due to the separation of financial power.The dependence is too high,squeezing the space for the construction of affordable housing,and finally being powerless in actual supply.At the same time,further analysis of the demand-side factors on the supply of affordable housing scale.As the purchasing power of residents cannot catch up with the housing price growth,the increase in the consumption level is not enough to satisfy the demand for marketable housing.Finally,this paper utilizes public management and social security related knowledge to provide corresponding policy recommendations for the development of affordable housing in Beijing.First,government should improve the financial support model for affordable housing,promote the deep cooperation between banks and enterprises to form a platform for cooperation,use the PPP model to attract enterprises and the government to jointly invest in the construction of affordable housing;Second,government should reform the land supply structure,explore the use mode of rural homestead,improve the level of urban planning,make full use of the sub-center space,and effectively increase the scale of affordable housing supply in Beijing.At the same time,the demand side adjustment should be carried out to develop the model of common property rights and enhance residents' purchasing power.Finally,strengthen relevant policy guidance,improve the incentive mechanism for building affordable housing and promote the effective expansion of affordable housing scale.
