Research On The Problems Of Social Assistance For Rural People With Disabilities In Urumqi County

Rural disabled people,the typical of special social vulnerable group,are the main part of the poor people.As a consequence,sound settlement of their livelihood protection is paid great attention,for which it promotes the overall development of the disabled,at the same time,it is the only way to build a balanced and well-developed moderately prosperous society at a higer level.With the effective advancement of economic reform and creative system,new problems about the disabled in rural areas have arisen:uneven livelihood security in the urban and suburban areas,five guarantees without meeting the practical needs,insufficient special funds as well as the uneasy implementation of special funds,which obstacle the guarantee of life quality in the county of Urumqi.The essay,based on 200 disabled people in suburban area in Urumqi and 20 social workers as the subject,using questionnaire and interviews,investigats the social assistance they have gotten and the practical needs they have had,what's more,analyzes shortcomings by their satisfication in minimum living guarantee,five guarantees support and special funds during the social assistance work,then,puts forward suggestions adapted to the promotion of county in Urumqi via the advanced concept of social assistance at home.The outcome reveals the overall work for the disabled in suburban area of Urumqi county is well implemented,in addition,rural disabled people and social workers are content with the social assistance.However,there exists some shortcomings:inappropriate implementation of social assistance,insufficient input of assistance,incomplete management system,inadquate involvement of assistance,weak self-assistance awareness of the rural disabled people.At the end of the essay,the author offers countermeasures and propsals to trackle the issue of social assistance for the disabled:First,to carry out the assistance work from all factors available;Second,to supply sufficient investmenet;Third,to cultivate talents exceled at social assistance to carry out specialized management system;Fourth,to raise the awareness of self-asssistance and the intellectual level of rural disabled people;Fifth,to creat and advocate a better atmosphere for assistance work.The survey aims to offer guidance to the whole social assistance work for the disabled in rural areas so as to foster the overall development of the disabled.
