There are a large number of people with disabilities in rural and pastoral areas of Inner Mongolia Autonomous Region.These people are dually disadvantaged and the problems are structurally complicated.The mode,coverage,contents and level of social security are directly related to the wellbeing of the disabled.Social security of the people with disabilities in rural and pastoral areas(SSDRP)incarnates civilization and social development;Therefore it is of great significance of academic research.This article firstly defines the SSDRP,followed by a quantity analysis of the current living conditions and status quo of the SSDRP.As researching on the influencing factors of the social security of people with disabilities in rural and pastoral areas has a warning function for improving the existing institutions,this article takes the basic pension system as a comparison,analyzes the influencing factors of the basic pension system with panel data model,and extracts major influencing factors of the social insurance system of the disabled in rural and pastoral areas.Comparisons reveal that the influencing factors of the social security of the disabled come from the outside of the system and that service factors,economical developments are decisive to the sustainability of the system.Standardized analyses reveal many endogenous problems,such as backward social security mode of the disabled in rural and pastoral areas,inadequate capacity of social security,low standard of overall security,absence of governmental service,and management from various organizations.It is proposed that in order to sustain the development of the SSDRP,governmental functions should be strengthened,managerial approaches should be ameliorated,medical treatment and rehabilitation,social security and employment should be implemented together,and the joint efforts of self-reliance of the disabled and governmental subsidy should be appealed.
