A Preliminary Study Of Fire Administration Law In Tang Dynasty

Since ancient times,fires have often endangered the national economy and people's livelihood.The use of candles increased the risk of fire.People gradually realized the necessity of establishing a special fire prevention and control system.The rulers of all dynasties attached great importance to the fire control system.The rulers of the Tang Dynasty attached great importance to the construction of fire administration and made more positive contributions than the previous dynasty.This article intends to start with the Tang Dynasty fire,from the phenomenal level,the system level to explore the Tang Dynasty fire response measures and prevention measures.Based on historical materials such as Old Tang Shu and Tang Huiyao,supplemented by laws and regulations of the Tang Dynasty,local chronicles of the Tang Dynasty and poetry and prose of literati and poets,this paper discusses the fire situation,fire prevention and rescue measures and punishment system of the Tang Dynasty in an attempt to fully demonstrate the fire political system of the Tang Dynasty.From the perspective of jurisprudence,this paper analyses the fire related legal system.This paper is divided into four parts: the legislative background of the fire law in Tang Dynasty,the content of the fire law in Tang Dynasty,the characteristics of the fire law in Tang Dynasty and the historical influence of the fire law in Tang Dynasty.The third part is mainly from the perspective of law to analyze the regulation of fire crimes in Tang Dynasty and the punishment system for those responsible for fire.The fourth part is to explore the impact of the fire legal system in Tang Dynasty on the society at that time and the impact of the fire legal system in Tang Dynasty on future generations.The Tang Dynasty was the heyday of our ancient society,but in the course of the development of the Tang Dynasty,the frequent occurrence of fires became a negative factor hindering its social development.Fire legislation in Tang Dynasty was improved on the basis of previous generations,such as the establishment of a special fire brigade organization,Wuhou Pu,and the emergence of special fire extinguishing equipment,water bags and oil bags,which are the embryonic form of fire fightingequipment for future generations.Tang Dynasty is an important and highly developed historical stage in the history of fire control management in ancient China,which further perfected the legal system of fire prevention and extinguishing;accumulated many beneficial experiences in the ideological and tactical aspects of fire prevention,division of labor and cooperation,and fire fighting discipline;the tactical ideas and technical methods of the rulers of Tang Dynasty in fire prevention and control had a series of positive effects on the society at that time.The fire management of later generations can also be used for reference.
