Fire plays a very important role for human civilization;if we do notlimit the scope of the existence and use of fire,it will produce greatharm,so “the fire administration” as the main object of the managementof fire arises at the historic moment. There are two main historical datasources in this paper: One is data about the process of fire、the rewardsand punishment measures after fire and the conversation about the measuresof dealing with fire of the Emperors and officials in Ming Shilu、Ming Shiand other official historical materials;the other is data about themeasures of fire prevention and the process of fire fighting in localchronicles of Ming dynasty. The laws and the rules constituted bygovernment and the corpus、fiction and poesy written by liberators are alsothe accessorial data. This paper try to describe the fire administrationof Ming dynasty clearly in the level of legal system based on thesematerials.Article begins with chronological narrative, arranged “fireprevention”、“fire fighting”,“punishment and reward after fire”threeparts. The first chapter tells about the fire prevention measures in theMing dynasty, and discusses the scientific and the superstitious thought of disaster and what the measure under the guidance of the thought is. Thesecond chapter tells about the fire-fighting organization and the processof the fire fighting, and discusses the integration of fire fighting publicsecurity which is throughout the Chinese history. The third chapter tellsabout the laws and the rules constituted by government, and what the rewardsand punishment are, and how the punishment is. It also tells the disasterrelief after the fire by the government. The last chapter is “the disasterand the politics”, and it try to discuss the relationship about thedisaster and the politics.
