Chongqing Practical Research On Rural Revitalization

The Nineteenth National Congress of the Communist Party of China put forward the strategy of rural rejuvenation,which was written into the Party Constitution.This is a major strategic arrangement of China and a major issue of the times concerning the national economy and people's livelihood.General Secretary Xi Jinping pointed out that the strategy of Rural Revitalization is the overall and historic task of building a well-off society in an all-round way and a socialist modern country in an all-round way.It is also the general grasp of the work of "agriculture,countryside and farmers" in the new era.General Secretary Xi Jinping requests that all departments in all regions of the country fully realize the great significance of implementing the strategy of rural revitalization,give priority to the implementation of the strategy of rural revitalization,adhere to the five-level secretary's efforts to promote rural revitalization,and make rural revitalization a joint action of the whole Party and society.One deployment and nine implementation.In this context,it is of great practical value to peep into the leopard and dissect a typical "sparrow" to implement the strategy of Rural Revitalization effectively and effectively at the macro level of the country.Chongqing,as the only municipality directly under the Central Government in Western China,integrates big cities,big countryside,big mountainous areas and large reservoir areas.Whether it is rural,agricultural or peasant issues,Chongqing is a typical "miniature" of China.Under the background of implementing the strategy of rural rejuvenation,Chongqing puts forward the idea of "the highest level of development" to realize rural rejuvenation,and clearly takes rural rejuvenation as one of the "two basic aspects" of the overall work of the whole city,and incorporates it into the overall arrangement of "three major battles" and "eight action plans" of the whole city.In practice,Chongqing has carried out some useful explorations on the "20-word policy" for rural revitalization,which is worth studying and summarizing.Specifically,this paper is divided into five chapters.The full text refers to,absorbs and extracts 65 vivid cases and experiences from six foreign countries,22 provinces and cities in China and 28 districts and counties in Chongqing.The first chapter mainly combs and summarizes the connotation and proposals of implementing rural strategy with Chinese characteristics in the new era from three dimensions: important exposition,Chinese and foreign practice and era connotation.In the important part,it combs many understandings about rural development and Rural Revitalization both at home and abroad,emphatically sums up Marx,Engels,Mao Zedong,Deng Xiaoping and Xi Jinping's related expositions and thoughts;in the practical part,it reviews the history of rural development in Europe,America and China,and explores and absorbs the experience of rural development in the United States,Germany,Japan,Korea and other countries.This paper combs the mental course of rural agricultural development in China and includes the experiences and practices of 22 provinces and cities in Tiannan and Haibei,including Beijing,Shanghai,Tianjin,Liaoning,Hebei,Heilongjiang,Jiangsu,Zhejiang and Guizhou,since the implementation of the strategy of rural revitalization.The connotation of the times is mainly based on the basic premise,overall requirements,main direction and important path of rural revitalization.The central requirements of the table are presented and stated in a structured manner.The second chapter explores the specific practice of Chongqing's Rural Revitalization strategy.First,it briefly introduces the situation of Chongqing city and the basic situation of agriculture and countryside;second,it combs the path choice of Chongqing to implement the strategy of Rural Revitalization under the background of the new era.The article mainly summarizes and absorbs the practices of "eight persistence" and "five precise efforts" of Chongqing,and quotes 31 cases of 23 districts and counties in the city to vividly demonstrate the practical exploration,concrete practices and good practices of rural revitalization.Third,it summarizes the achievements of Chongqing since the implementation of the strategy of rural revitalization,and deeply excavates the key reasons for Chongqing's outstanding achievements.The third chapter summarizes the main problems existing in Chongqing's Rural Revitalization and the main manifestations of Chongqing's rural non-revitalization at the present stage,and makes a brief analysis of the existing problems and their causes.In the fourth chapter,aiming at the existing problems at the present stage and considering the actual situation of Chongqing,puts forward seven relations that should be handled well and five revitalizations that are more effective in promoting Chongqing's comprehensive and in-depth rural revitalization.The fifth chapter is a summary of the article,which is also a deepening sublimation of the content and value of the full text.What a long long road! The purpose of this part is to arouse the "hundred flowers blossom" and "hundred schools of thought contend" in the national rural revitalization through the "situation","path","achievement" and "countermeasure thinking" of the implementation of Rural Revitalization in Chongqing.In a word,this study can not only provide new situation,new ideas and new measures for Chongqing to implement the strategy of rural rejuvenation,but also help to seek advantages and avoid disadvantages,enhance strengths and avoid weaknesses in the implementation of the strategy of rural rejuvenation.What is more valuable is that it can bring some enlightenment and reference to our country's practice of taking the road of rural rejuvenation with Chinese characteristics in the new era.
