| 2019 marks the 70 th anniversary of the founding of new China.It is a crucial year to build a moderately prosperous society in all respects.It is also the historical confluence period when poverty-stricken areas enter the superposition promotion of precise poverty alleviation and the strategy of rural vitalization.Doing a good job in the work related to agriculture,rural areas and farmers is of great significance.In recent years,China has made decisive progress in overcoming poverty,but there are still difficulties in completing the building of a moderately prosperous society in all respects.The rural revitalization strategy put forward by the CPC central committee at the right time has added new momentum to our efforts to shake off poverty.Therefore,this paper focuses on the "path of implementing the rural revitalization strategy in poverty-stricken areas",and the research focuses are mainly reflected in the following aspects:Firstly,this paper theoretically analyzes the late-development advantages of the rural revitalization strategy in poor areas.In natural resources,mainly agricultural resources and mineral resources are relatively rich.Agricultural resources are the basis for the development of poor areas,while mineral resources can promote the development of regional industries.In terms of tourism resources,it mainly includes natural tourism resources and humanistic tourism resources.However,natural resources and tourism resources are the special advantages of some poor areas.Policy advantage is the universal late-development advantage of the poor areas.This paper mainly analyzes the preferential policies of the poor areas from the perspective of land policy and capital investment.Secondly,this paper takes Z Village and H Village in Lankao County,Henan Province as the main research objects,and Xihe Village in Xinxian County,Henan Province,Pingnian Village and Qabi Village in Hunan Province as the auxiliary research objects.Summed up the poor areas of the implementation of rural revitalization strategy of the disadvantage.In terms of industry,the transformation and upgrading of poverty alleviation industry is difficult;in the aspect of ecology,ecological pollution in poor villages is more outstanding;in terms of local customs,it is difficult to effectively stimulate the endogenous impetus of the poor groups;in social governance,the coordination of rural governance is not ideal.The emergence ofthese problems led to the implementation of rural revitalization strategy in poor areas has produced a bottleneck,the level of development in poor areas is sluggish.At the same time,this paper also analyzes the reasons for the above problems:There is a gap between urban and rural resources endowment;insufficient attention has been paid to ecological development;the level of culture and education has long lagged behind;the management efficiency of party and government departments is not high.Finally,according to the problems found in the survey,combined with the advantages of the late development of poor areas,this paper puts forward the implementation path from four aspects.The first is to improve the conditions for industrial development by improving infrastructure construction,creating a team of professionals and activating superior resources to ensure stable poverty alleviation.The second is to improve the rural environment and retain people's homesickness by giving full play to rural characteristics,adhering to the concept of green development,and learning from the experience of beautiful rural construction.The third is to build a civilized countryside by enhancing the level of basic education,strengthening the ideological and moral construction of farmers,and promoting the supply-side reform of culture.The fourth is to play the role of party organization as a battle bastion by strengthening the construction of grassroots party organizations,strengthening the learning ability of party members,and improving the coordination efficiency between party and government departments. |
