Research On The Problrms Of Multi-governance In The "Country To Residence" Community

In 21st century China has become an urbanized country,in 1978-2017,the level of the urbanization has increased from 17.9%to 57.35%,it was one of the country that has realized the urbanlization with the rapid growth and longest period in the world urbanlization development history.In the context of large-scale urbanization,the "country to residence" community has gradually formed a government-dominated management system due to the influence of pressure administrative system and institutional inertia.As the requirement of social governance system and modernization of governance capability,the "country to residence" communities which was dominated by the administrative power are facing some unprecedented predicament such as the crisis of legitimacy,frequent social contradiction etc.At the same time,under the promotion of series of positive social conditions and favorable factors,most areas in China began to try the"country to residence" community multi-governing model and obtained a certain result,but also has many problems in the specific operation.The text was based on the main objective of cracking "country to residence" community governance dilemma,and the polycentric governance theory and the theory of service-oriented government,to tease"country to residence" community's multi-governance running condition in our country,summarized and analized the characteristics,influential factors and the model operation of "coutry to residence" in our country;On the basis of this,the author makes a case study of fenghu community in gulou district,Fuzhou city,and explores the effectiveness and problems of "country to residence" community milti-governance.Fenghu "country to residence" community initially formed the prototype of multi-governance model,however,in the process of multi-governance,it has appeared some problems such as the insufficiency in the multiple subjects paticipation,community residents committee administerization tends to be more severe,multi-governance objectives have the unclear boundary of authority and responsibility and the conflicts among them are difficult to reconcile.The Subjective reason lies in the multiple objectives have not yet formed the consciousness of common governance,and the objective reason for the "country to residence" community multi-governance problem lies in the bondage of traditional single-center governance mode,community multiple mechanisms of governance is unsound and the imperfection multi-governance platform.Based on this,to promote"country to residence" community governance effects of multi-governance,with into the need from the following several aspects:improve the co-governance awareness of the"country to residence" community multiple subjects,promote "country to residence"community governance subjects the list of rights and responsibilites,and perfect the mechanism of "country to residence" community co-governance,construct a multiple co-governance platform for the "country to residence" community.
