Research On The Integration Of China's Social Assistance System And Poverty Alleviation Policy

In the development of human society,poverty has always been a global problem which cannot be circumvented.The economic and social development process shows that economic growth cannot achieve poverty reduction or even poverty elimination automatically,but requires social policies to intervene and requires social security systems to intervene.In the anti-poverty system and actions,the social assistance system and the anti-poverty policy are both important pillars and methods.In other countries in the world,especially in countries where the social security system is relatively mature and perfect,there is no distinction between social assistance and poverty alleviation policies.For the solution of poverty problems,there is only one social assistance system derived from the social relief system.In China,due to special historical reasons and in order to solve the large-scale poverty phenomenon highlighted in the rural areas,there are two sets of anti-poverty systems and policies that operate separately.And the two sets of systems and policies are social assistance and poverty alleviation.Although the social assistance system and poverty alleviation policy are important organizational parts of China's anti-poverty system and played an important role in China's anti-poverty process,they have certain function overlap and interactions in terms of standard setting,system,coverage,and role.This kind of repeated construction and separate operation will result in the fragmentation of relevant security systems and policies,which will generate adverse consequences in different level such as welfare superposition and welfare cliff effects,"raising the lazy man"and welfare dependence,anti-poverty resource waste,competent authorities and enforcement.This paper sorts out the evolution and development process of the social assistance system and poverty alleviation policy,and summarizes and compares the two in China's starting and initial construction,improvement and development,maturing the current situation.On the basis of it,the different operations of China's social assistance system and poverty alleviation policy are elaborated:Basic features of the two are analyzed in terms of target groups,target tasks and functional positioning,social assistance standards and poverty alleviation standards.Management mechanism and running process are analyzed in terms of management departments and participants,implementation form and promotion process,assistance measures and project contents.Then analyzed the favorable conditions for the connection and integration of the two,including the change of the concept of poverty management in the new era,the positive role of social assistance in the anti-poverty process,and the progress of information technology;the obstacles and problems,including the separation of standards between the social assistance system and the poverty alleviation policy,Object overlap of the two,management operation and fragmentation of the implementation process,as well as insufficient attention to urban poverty,and large differences between urban and rural areas in the system.Finally,it expounds the positive effect of the integration of social assistance system and poverty alleviation policy:It will not only help increase the sustainability of the use of anti-poverty resources,but also promote social stability and fairness,reduce the superposition of welfare and welfare cliffs,and strengthen the focus on vulnerable groups and achieve the goal of "weak support";A multi-level poverty management system will be built to provide a social assistance system with appropriate coverage and urban and rural planning.At the same time,this thesis put forward the policy recommendations for the integration of social assistance system and poverty alleviation policy:standardization and coordination,promote the formation of legislative unity and management synergy;precision and sharing,establish a unified information base for poor people;moderate and feasible,promote social assistance standards and poverty alleviation standards" Two standard lines are integrated";co-ordination and development,from the survival-oriented social assistance to the development-oriented social assistance;focus and attention,do a good job in urban and rural planning for the anti-poverty system;improve and diversify,build a system of "weak support" and a multi-level poverty management system...
