An Empirical Study On The Evaluation Index System Of Legalized Business Environment In H New Area

Business environment has become a buzzword.Since 2018,the central and local governments,from the economically developed eastern regions to the less developed western regions,have introduced a number of measures to improve the business environment.At the second China International Import Expo at the end of 2019,General Secretary Xi Jinping gave a clear instruction to "continue to optimize the business environment".As a new highland of trade with Russia,H New Area plays an important role in the economic construction of H Province,which needs to further strengthen the optimization of business environment."Rule of law" is the best business environment.The essence of "legalized business environment" is the organic combination of "rule of law" and "business environment".It is to seek business elements from the rule of law and elements of the rule of law in the business environment.The business environment has both objective and subjective aspects,which is difficult to evaluate and needs to be quantified.Under this demand,the evaluation index system came into being.The evaluation index system involves the theoretical knowledge and research methods of law,sociology and other disciplines.By using the comparative analysis method,this paper compares the research status of the legal business environment evaluation index system at home and abroad,understands the basic situation of the current research on the legal business environment evaluation index system at home and abroad,and finds that both at home and abroad recognize the status and role of the rule of law in the business environment.After that,typical examples were raised,such as:"what kind of evaluation index system is more conducive to the optimization of the business environment?" what is the "legalized business environment" And other thoughts on the business environment and the evaluation index system.Then,after consulting relevant literature and books,we analyzed relevant concepts and learned that "legalized business environment" is a more macro concept and an overall evaluation of the degree of legalization of business environment;On the basis of introducing the concept of evaluation index system,this paper expounds that this paper adopts the way of comprehensive evaluation,that is,quantitative evaluation and qualitative evaluation,which is also the foothold of this paper.At the same time,based on the theory of government ruled by law and the evaluation theory of the rule of law,and by drawing lessons from the evaluation index system of the business environment of the world bank,this paper believes that the "rule of law" includes four aspects of "legislation,law enforcement,judicature and lawabiding".Therefore,the establishment of the evaluation index system of the business environment ruled by law is inevitably carried out from these four dimensions.Finally,using the index system,the corresponding questionnaire is designed for the principals of enterprises and their employees,individual industrial and commercial households and ordinary people in H new area.Through the evaluation and analysis of the survey data,the problems existing in the legalized business environment in H new area are found,and the corresponding improvement suggestions are given from the four dimensions of "legislation,law enforcement,judicature and law-abiding".The biggest innovation of this paper lies in the innovation of research method and index system establishment.Different from the previous simple literature research method,this paper mainly adopts the empirical research method and questionnaires to understand the real feelings and opinions of all relevant subjects on the business environment in H New District.Through the analysis of the collected data,the existing problems in the legal business environment in H New District can be found,In addition,in terms of indicator system establishment,in the past,there was only one set of indicators for the evaluation of business environment,but this paper sets different indicators for different subjects,with the same items and their own unique items.It is more scientific and reasonable to set up an indicator system by subjects.
