Research On The Management System Of Overseas Chinese Farms In China

In the middle and late 20th century,China set up more than 80 overseas Chinese farms for centralized resettlement of returned overseas Chinese,which was affected by the anti-Chinese policies of some Southeast Asian coiuntries.For decades,thanks to many favorable policies provided,the returnees have been able to stabilize life and gradually integrate into the local community.On the other hand,these policies have led to the formation of a closed and backward management system.Many studies have played an important role in promoting the reform of overseas Chinese farms,including the cultural adaptation of returnees and the management system.However,there are few researches on the historical changes of management system.In the new era,it is of great significance to realize the modernization of overseas Chinese farm management by studying the logic of historical change of management system,and grasping the reform trend.Taking Zhuba Overseas Chinese Farm as an example,through the deep excavation of historical documents and the analysis of field investigation,this paper finds that the change logic of the management system of overseas Chinese farm is following the direction of national governance transformation,but at the same time,there is obvious lag and one-sidedness in the reform.At present,there are still many management predicaments,such as strengthening the tendency of"unity of Enterprise and administration",the absence of legal system,the difficulty of field agent transformation,,and the"internal coiling"of social management.Combining with the requirements of governance modernization,this paper puts forward some reform countermeasures,such as transforming the management role and function orientation,establishing the relationship between the faram and enterprise with clear property rights,realizing the localization and normality,and perfecting the modern farm governance system of the"three-rule integration".The paper is to provide theoretical guidance for the construction of overseas Chinese farms in accordance with the requirements of governance modernization,with a view to promoting the modernization of overseas Chinese farms.
