Research On The “three Integration” System Reform Of Overseas Chinese Farm

This article takes the current situation of overseas Chinese farms as a starting point,sorts out the historical development of the overseas Chinese farm system reform,and focuses on the implementation process and subsequent development of the "three integration" system reform of the overseas Chinese farm.This article uses Shuangdi overseas Chinese Farm as a case study,based on the historical documents and archives of overseas Chinese Farm,using field survey methods of anthropology and sociology,to contact the diaspora in the field,hoping to explore the future development prospects of overseas Chinese Farm from point to face and the path to social integration of the diaspora.In 1960,the Shuangdi Overseas Chinese Farm was established as a base for receiving and resettling returned overseas Chinese,and it was converted from a public-private partnership to a state-owned overseas Chinese farm.Since then,Shuangdi overseas Chinese Farm has experienced three changes in its leadership system.In 2007,under the background that the reform of the overseas Chinese farm system was difficult to break through for a long time,the state put forward the goal of “incorporating the system into the local,managing into the society,and integrating the economy into the market” to promote the overseas Chinese farm to become an organic part of local economic development.No longer exists,and the identity consciousness of the returnees has gradually changed to villagers and residents.The system reform of the Shuangdi Overseas Chinese Farm showed the historical process from the establishment of the Overseas Chinese Farm to its "demise",and witnessed all aspects of the historical changes of modern Chinese society and the changes in the social life of the diaspora.This article evaluates the implementation status of the "three integration" system reform of the Shuangdi Overseas Chinese Farm through the construction of the diaspora project,social security for the diaspora,the local governance,and the living status of the diaspora.After the Shuangdi Overseas Chinese Farm was incorporated into the local plan,combining its own actual development advantages,the development concept of "environment promoting industry" was changed to "no longer issue industrial indicators and build eco-tourism".And gradually solve the housing problem of the diaspora and improve the social security system,the living standards of the diaspora are constantly improving,and the reform has achieved obvious results,which is of significance for the future development of the overseas Chinese farms across the country.However,the overseas Chinese farms still face common problems in the subsequent development.In-depth work is needed on the construction of farm cadres,the adjustment of industrial structure,the development and utilization of state-owned land,and the social integration of refugee children.As the institutional product of overseas Chinese Farm,the key to successful “integration” still depends on institutional construction.The author believes that the root of the future development prospects of overseas Chinese Farm lies in institutional innovation.The establishment of a set of institutional mechanisms to ensure the scientific development of overseas Chinese Farm is the key to solving the problem.Only by giving full play to the main role of the local government,guiding the overseas Chinese farm cadres to innovate concepts,improving the quality of the overseas Chinese farmer groups,focusing on the cultural construction of the overseas Chinese farms,and strengthening the blood-making functions of the overseas Chinese farms,can they achieve complete integration.
